I'm not so sure that they'd necessarily have hit right after Katrina - they might not have had all of their assets in place, plus from their point of view Ramadan would definitely be a more propitious time for such things.
However I agree that it makes no sense to piddle around with bombing a subway or two if you're going to blow up the whole city anyway.
I've also often looked in at WND, but they're not a particularly reliable source. Sometimes they get things spectacularly right; sometimes they get them spectacularly wrong. Probably more often the latter for stories like this. I suspect that there's an awful lot of smoke and disinformation out there, not only from al Qaeda but also from all of the various national intelligence agencies (including our own). Keep your opponents guessing about your next move, mislead them about your true capabilities (hiding capabilities you have while making it appear you have others that you don't), then hit them when and where they don't expect it.
Let's hope the "al Qaeda Nuke" story is one of the latter ...
