The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

Home grown Islamists may hit US: FBI chief

WASHINGTON -- The United States could be attacked by "home grown" Islamist terror groups, the FBI's chief has warned.

FBI Director Robert Mueller told the London Financial Times newspaper in an interview published Thursday that the United States could face attacks from "home-grown terrorism" very similar to the July 7 bombings in London that killed 52 people and wounded another 700, Mueller said.

When asked if the United States could face such attacks from "home-grown groups", Mueller answered emphatically: "Absolutely, it could," the Financial Times said.

This Public Announcement is being issued to alert U.S. citizens to the potential for violence in association with Kenya’s upcoming constitutional referendum on November 21. This Public Announcement expires on December 20, 2005, and supplements the Kenya Travel Warning of July 1, 2005.

Kenya will hold a national referendum on a proposed new constitution on Monday, November 21, 2005. Results are expected to be announced on Wednesday, November 23. Americans are advised to review carefully any plans to visit Kenya from mid-November to late December, and to consider delaying travel until after the referendum and associated events have concluded.

Recent public rallies, both for and against the proposed new constitution, have turned violent. Although the violence has not been directed at tourists and no foreign visitors have been injured, unsubstantiated allegations that referendum opponents receive international funding have circulated in an attempt to incite crowds against foreigners. Rallies could also disrupt normal transportation and communication systems.

American citizens traveling to Kenya during this period are advised to maintain a high level of security, to remain vigilant at all times, and to avoid political and/or constitutional rallies and related public gatherings. Travelers are also advised to monitor the State Department’s website http://travel.state.gov for updated information.

Americans living or traveling in Kenya are encouraged to register with the U.S. Embassy through the State Department’s travel registration website, https://travelregistration.state.gov, and to obtain updated information on travel and security within Kenya. Americans without Internet access may register directly with the U.S. Embassy. By registering, American citizens make it easier for the Embassy to contact them in case of emergency. Narco-terrorist, Baz Mohammad being taken away by DEA Agents
KAREN P. TANDY, the Administrator of the United States Drug Enforcement Administration, MICHAEL J. GARCIA, the United States Attorney for the Southern District of New York, and JOSEPH GUCCIONE, the United States Marshal for the Southern District of New York, joined by Major General SAYED KAMAL SADAAT, Director General of the Afghanistan Counter Narcotics Police, today announced the extradition from Afghanistan to New York of BAZ MOHAMMAD, a Taliban-linked narco-terrorist charged with conspiring to import more than $25 million worth of heroin from Afghanistan into the United States and other countries. On June 1, 2005, President George W. Bush designated BAZ MOHAMMAD as a foreign narcotics kingpin under the Foreign Narcotics Kingpin Designation Act. The extradition announced today represents the first extradition in history from Afghanistan to the United States.

Ms. TANDY stated: “We’ve made history today. We’ve put an end to the safe haven of an Afghan drug lord who orchestrated an international heroin conspiracy that poisoned Americans. The first ever extradition of a drug trafficker from Afghanistan proves that justice and the will of people to be free from the tyranny of the drug trade will prevail.”

According to an indictment unsealed in Manhattan federal court today, BAZ MOHAMMAD, since 1990, led an international heroin-trafficking organization (the “Baz Mohammad Organization”) responsible for manufacturing and distributing more than $25 million worth of heroin in Afghanistan and Pakistan. The Baz Mohammad Organization then allegedly arranged for the heroin to be imported into the United States and other countries and sold for tens of millions of dollars. According to the indictment, law enforcement officers have seized more than $1.4 million worth of the Baz Mohammad Organization’s heroin in the United States since 1991.

The indictment charges that BAZ MOHAMMAD controlled opium fields in the Nangarhar Province of Afghanistan, where poppies were grown and harvested to produce opium. According to the indictment, after the opium was harvested, BAZ MOHAMMAD used laboratories in Afghanistan and Pakistan to process it into heroin. BAZ MOHAMMAD and his co-conspirators then arranged to transport the heroin from Afghanistan into the United States, including to New York City, hidden inside suitcases, clothing, and containers. Once the heroin arrived in the United States, other members of the Baz Mohammad Organization received the heroin and distributed the drugs. These co-conspirators then arranged for millions of dollars in heroin proceeds to be laundered back to MOHAMMAD and other members of the Baz Mohammad Organization in Afghanistan and Pakistan.

According to the indictment, the Baz Mohammad Organization was closely aligned with the Taliban and other Islamic-extremist groups in Afghanistan. During the course of the conspiracy, the Baz Mohammad Organization provided financial support to the Taliban. More specifically, between 1994 and 2000, the Baz Mohammad Organization collected heroin proceeds in the United States for the Taliban in Afghanistan. In exchange for its financial support, the Taliban provided the Baz Mohammad Organization protection for its opium crops, heroin laboratories, drug-transportation routes, and members and associates.

According to the Indictment, in or about 1990, BAZ MOHAMMAD met with members of the Baz Mohammad Organization in his Karachi, Pakistan, residence and told them that selling heroin in the United States was a “Jihad” because they were taking the Americans’ money at the same time the heroin they were paying for was killing them. More recently, in June 2004, BAZ MOHAMMAD and other members of his organization possessed approximately 120 kilograms of chemical powder, a drug ledger, and written records reflecting sales of missile explosive devices, rocket shells, rocket accessories, AK-47s, pistols, bullets, and other weaponry at a petrol station in the Nangarhar Province of Afghanistan.

The Indictment unsealed today also charged BASHIR RAHMANY as a member of the Baz Mohammad Organization. According to the Indictment, BASHIR RAHMANY, among other things, was responsible for the distribution of the Baz Mohammad Organization’s heroin to customers in New York. Law enforcement officers arrested BASHIR RAHMANY in July 2005 in New York, and he remains in custody awaiting trial in this case.

As noted above, on June 1, 2005, President George W. Bush designated BAZ MOHAMMAD as a foreign narcotics kingpin pursuant to the Foreign Narcotics Kingpin Designation Act (the “Kingpin Act”), which targets, on a worldwide basis, significant foreign narcotics traffickers, their organizations, and their operatives. The Kingpin Act authorizes the President of the United States to take these actions when he determines that a foreign narcotics trafficker presents a threat to the national security, foreign policy, or economy of the United States. BAZ MOHAMMAD and BASHIR NOORZAI, who was arrested by the DEA in New York in April 2005 and is being prosecuted by this Office for heroin-importation charges, are the only Afghan narcotics traffickers to ever have been sanctioned by the President of the United States under the Kingpin Act.

The historic extradition announced today was the result of the cooperative efforts of the United States Attorney’s Office for the Southern District of New York, the United States Department of Justice in Washington, D.C., the DEA, the United States Marshals Service, the Federal Bureau of Investigation (the “FBI”), the Department of Homeland Security, Bureau of Immigration and Customs Enforcement (“ICE”), and the New York City Police Department (the “NYPD”), working together under the auspices of the Organized Crime Drug Enforcement Task Force (“OCDETF”), as well as the Afghanistan Counter Narcotics Police and the Interior Ministry of the Islamic Republic of Afghanistan.

Mr. GARCIA praised the investigative efforts of the DEA, the FBI, ICE, the NYPD, and the Afghan Counter Narcotics Police.

Mr. GARCIA stated: “The first extradition ever between the United States and Afghanistan has yielded a designated drug king-pin responsible for conspiring to import $25 million of narcotics into the US, and for using his illicit profits to support the Taliban and other Islamic fundamentalist groups.

Thanks to the extraordinary work of the agencies represented here today, Afghanistan will no longer be a safe haven for narco-traffickers like Baz Mohammed.”

If convicted, BAZ MOHAMMAD, and BASHIR RAHMANY face a maximum sentence of life in prison and a mandatory minimum sentence of 10 years in prison.

Assistant United States Attorneys BOYD M. JOHNSON III and AMY FINZI are in charge of the prosecutions.

The charges contained in the indictment are merely accusations and the defendants are presumed innocent unless and until proven guilty.

MOSCOW, Oct. 23 - The Bush administration is expanding what it calls
"defensive measures" against North Korea, urging nations from China
to the former Soviet states to deny overflight rights to aircraft that the
United States says are carrying weapons technology, according to two
senior administration officials.

At the same time, the officials said, the administration is accelerating
an effort to place radiation detectors at land crossings and at airports
throughout Central Asia. The devices are intended to monitor the
North Koreans and the risk that nuclear weapons material could be
removed from facilities in the former Soviet states.

The new campaign was speeded up this summer after a previously
undisclosed incident in June, when American satellites tracked an
Iranian cargo plane landing in North Korea. The two countries have a
history of missile trade - Iran's Shahab missile is a derivative of a
North Korean design - and intelligence officials suspected the plane
was picking up missile parts.

Rather than watch silently, senior Bush administration officials began
urging nations in the area to deny the plane the right to fly over their
territory. China and at least one Central Asian nation cooperated,
according to senior officials, who confirmed the outlines of the incident
to demonstrate that President Bush's strategy to curb proliferation,
which has been criticized by some experts for moving too slowly, is
showing results. The officials insisted on anonymity because they were
discussing sensitive information.

A 15-page presentation of the “Jihadi Biography of the Slaughtering
Leader Abu Musab al-Zarqawi,” allegedly written in 2004 by Saif
al-Adl, the “chief of security in the global army” in al-Qaeda, was
recently distributed amongst jihadist forums by the Global Islamic
Media Front, an al-Qaeda mouthpiece.

The first half of this biography describes the Abu Musab al-Zarqawi’s
evolution from the close of the jihad in Afghanistan against the Soviet
Union until September 11, 2001, during which time he maintained an
al-Qaeda training camp in Herat, western Afghanistan and
strengthened his own projects and international network. Saif al-Adl
AKA Muhamad Ibrahim Makkawi, currently believed to be under house
arrest in Iran, is listed amongst the FBI’s most wanted terrorists.

Saif al-Adl describes the state of Qaedat al-Jihad (al-Qaeda) following
the Soviet-Afghan war as being in flux; its leadership realized that to
create the “sought change,” the devout people of the jihad “pioneers”
must be collected and enjoined, especially the Jordanian and
Palestinian figures. Within these recruits was Abu Musab al-Zarqawi,
who was seen as having a “promising future on the path of the blessed
call,” and following his release from a Jordanian prison in 1999,
arrived in Afghanistan.

Having been a part of the intelligence community in a previous life, I am very disappointed in the IC's responses to the intelligence dug up. Two solid hit prior to terror strikes indicates they (the analysts) had the system down, but the wonks were too stupid or pc to go with the intel. Makes me want to expel stomach contents.

Muslim Leaders to Meet in Makkah

JEDDAH, 25 October 2005 — World leaders will meet to tackle the tough issues facing the Muslim world in a two-day summit beginning in Makkah on Dec. 7.

The Extraordinary Islamic Summit, being held under the mantle of the Organization of the Islamic Conference, offers Custodian of the Two Holy Mosques King Abdullah his first opportunity after ascending the throne to address the leaders of the 57 Muslim countries. The summit follows a September meeting in Makkah where many of the world’s leading Muslim scholars and intellectuals helped formulate a new vision for the OIC and to set the agenda for the prestigious summit.

Among their recommendations for discussion were Islamic solidarity and joint Islamic action, creation of a poverty fund, institutionalization of Islamic good governance, conflict prevention and confidence-building, terrorism, dialogue and civilization, Islamophobia, political and human rights of Muslim minorities in non-OIC countries. The scholars and intellectuals had also called for the restructuring of the OIC.

The reinvigorated organization hopes to give the Muslim world a chance to speak in a powerful, unified voice and have the best minds come up with the best resolutions to difficult challenges, from Iraq and Palestine to economic and educational issues.

King Abdullah extended an invitation during last year’s Haj to convene a summit, the purpose being to review the current state of the Ummah and to explore new horizons for the evolution of a vision that would enable the Muslim world to face up to the challenges of the present day and of tomorrow.

With the clout of its members behind it, the OIC can play a leading role not only in defusing volatile issues, such as terrorism and Iraq, but in ensuring that Muslim positions on global issues get a fair hearing, as well.

“We at OIC are trying hard to represent moderation, to represent the real values of Islam, which is peaceful coexistence, and which has been so throughout the history of Islam,” OIC Secretary-General Professor Ekmeleddin Ihsanoglu told PBS in a recent interview. “It’s enshrined in the holy books of Islam that you accept the other; you respect the other, particularly the other Abrahamic religions, Judaism and Christianity. This is part of the Islamic doctrine, as it has been all throughout, and this has been the practice of Muslims for centuries under different nations.”

Professor Ihsanoglu said the OIC will seek resolutions to problems that don’t create more ills than the ones they sought to cure.

“There was tyranny, but no terrorists,” Professor Ihsanoglu said of Iraq under the dictatorship of Saddam Hussein. “Now, Iraq has become the focus of terrorists, and this movement was not there during the previous regime. In a way, this unhealthy development will breed more terrorists if we don’t proceed in a rational way to address these matters.”

Based in Jeddah, the OIC is the world’s largest Islamic organization. Founded in 1969, it now represents 57 Muslim nations. Its mandate is to increase political, economic and social cooperation among Muslim nations. It also fights religious extremism and promotes understanding between the West and the Islamic world.

OIC spokesperson Atta Al-Mannan Bakheet told the Saudi Press Agency yesterday that the summit will be preceded by a preparatory meeting of OIC foreign ministers on Dec. 6.

Perhaps I should refine what I said more. There is a credibility issue between generators of the intelligence and the users of intelligence. Predictive intelligence was hammered during the Clinton era. Too many wrong predictions and credibility is lost, so out of fear that the prediction may be wrong, it is not forwarded or acted upon (until this case it was too late). Intelligence producers can be kinda odd, so some times they make interpretations that are incorrect, and perhaps had lost some credibility with the head of DIA. Who would have thought that terrorists with a small boat (loaded with explosives) would attempt such an attack.

However, then this gets deeper. If the predictions were correct and word gets out that we could have prevented this or other attacks, the bosses go into CYA mode, further blocking any other predictions for fear that it would reveal the other correct ones.

It shouldn't work that way, and I was taught that it should work the right way. However, sometimes scum rises to the top and the wrong people are placed in the position to control the flow of intel. Alas, I ramble on,still disgusted that such an apparently effective tool was wasted.
