PUBLIC ANNOUNCEMENT

U.S. DEPARTMENT OF STATE
Office of the Spokesman
This information is current as of today, Tue Oct 25 2005 13:23:58 GMT-0700.

Kenya

October 25, 2005

This Public Announcement is being issued to alert U.S. citizens to the potential for violence in association with Kenya’s upcoming constitutional referendum on November 21. This Public Announcement expires on December 20, 2005, and supplements the Kenya Travel Warning of July 1, 2005.

Kenya will hold a national referendum on a proposed new constitution on Monday, November 21, 2005. Results are expected to be announced on Wednesday, November 23. Americans are advised to review carefully any plans to visit Kenya from mid-November to late December, and to consider delaying travel until after the referendum and associated events have concluded.

Recent public rallies, both for and against the proposed new constitution, have turned violent. Although the violence has not been directed at tourists and no foreign visitors have been injured, unsubstantiated allegations that referendum opponents receive international funding have circulated in an attempt to incite crowds against foreigners. Rallies could also disrupt normal transportation and communication systems.

American citizens traveling to Kenya during this period are advised to maintain a high level of security, to remain vigilant at all times, and to avoid political and/or constitutional rallies and related public gatherings. Travelers are also advised to monitor the State Department’s website http://travel.state.gov for updated information.

Americans living or traveling in Kenya are encouraged to register with the U.S. Embassy through the State Department’s travel registration website, https://travelregistration.state.gov, and to obtain updated information on travel and security within Kenya. Americans without Internet access may register directly with the U.S. Embassy. By registering, American citizens make it easier for the Embassy to contact them in case of emergency. The U.S Embassy is located on United Nations Avenue, Gigiri, Nairobi, Kenya; telephone (254)(20)363-6000; fax (254)(20)363-6410. In the event of an after-hours emergency, the Embassy duty officer may be contacted at (254)(20)363-6170. The Embassy's international mailing address is P.O. Box 606, Village Market 00621, Nairobi, Kenya. Mail using U.S. domestic postage may be addressed to Unit 64100, APO AE 09831. The Embassy home page is http://kenya.usembassy.gov.
