Because we still have 48 hours before this thing makes landfall and people are still coming in to help friends and family get *out*. It should go contraflow (if traffic dictates) in about 36 hours.

If you are talking about I 45 out of Galveston, it is because they have not started the mandatory evacuation. That starts at 6PM, and they open both sizes of I 45 out of Galveston.
