Fire department has responded to downtown buildings to release people from trapped elevators, walking up multiple stories only to have the power come on as they started working on rescues. Less than 10% of customers are without power and those areas without power should be back on within the hour.
Only one major crime that may be related - an officer involved shooting responding to a armed robbery call in an affected area. KCAL 9 is reporting a problem at one of the refineries and they have a helicopter heading down to check it out - it is possible that one of the cracking towers might have minor damage, but it also could be people responding to the smoke/fire that is normal part of shut down procedures.
(Hmm, wonder if that'll raise our gas prices again..)
All in all, employees were installing a switching station, hooked up the wires wrong, cascade effect back to the generation plant which tripped (12:30) which then brought down a large amount of the system (1:20) which is now mostly backup (3:20).

I live in South Orange County - I never go into LA unless I go with someone, couldn't pay me. Lived in Woodland Hills for 2 years some 23 years ago- couldn't stand it and moved back to OC. You're right we have quality stuff out here !
