Well, Hildy, I guess we can add your name to the list of those who'd make a personal decision to live communally in wretched conditions. Okay by me.
As far as the security issue, it seems you have a little bit of the 'soft bigotry of low expectations' to assume that these folks can't live together in a society with civil order once they get into more normal conditions.
I've heard that the ships that leave out of NO and Houston are the oldest in the fleet, and are not all that up-to-date and fancy (compared to the others). But, even though the rooms are t-tiny, at least they'd have a private bedroom with their own bathroom and sink, a bed better than a cot, a dining room, etc.
They moved to the Astrodome, which is pretty much to worst area of Houston, or close to it.
They're not going to sea on a cruise vacation! The boat will be permanently docked. It's simply a way to provide housing and food preparation for thousands of homeless folks.

Apparently NO has a large homeless population. Many of them refused to go to the Superdome because they weren't allowed to bring their shopping carts - not making this up!
Have YOU seen them living on adjoining cots for a living space with no privacy and only a few communal showers?
The number of showers are only those few that are there for the sports teams, so it must take hours to filter through thousands of folks.
Oh, that explains it then. They feel right at home.
I agree. The last people in the dome that have sufferred the most are going to be the first into the new housing.
What would you want? A tour of duty on a cruise ship while they build and find less fortunates housing or be the first out of the gate? They're not stupid and this is human nature to want to start their truly new lives the soonest.
I've been wondering what's going to happen down the road when the owners of the shelter venues, private or public, want to reclaim them.

They'd have to marinate that thing in Febreze for a year to put a dent in the smell.
Knock it down, pave it over.
But people willing pay 2500 to 5000 for a 4 or 5 day cruise on them never the less.
Much better than a 3 by 6 cot cheek by jowl with another cot for as far as you can see.
My daughter was quite impressed with the luxury of the ship on her two cruises--but then we're not rich folks that are accustomed to the best.
I'd take the cruise ship over the Astrodome, which after a month will look like the Superdome. A cruise ship will give them a little more privacy. But this is only short term-they will need housing for maybe a year. What about some kind of tent city -or Quonset huts? Our soldiers lived in Quonset huts during WWII.
I have to admit, I've never taken a cruise. But I sure would like to. Although I could get off. I'm not so sure they couldn't either.
I heard that Houston only had 2 seasons, hot and humid and cold and clammy.
