U.S. commercial air carriers continue transporting tens of thousands of evacuees from the New Orleans airport to destinations throughout the nation.

Rooftop air rescue efforts continue. One rescue chopper crashed late today. Crew members are reported safe. Gunmen who fired upon bridge repair contractors were killed by law enforcement.

To date, an estimated 70 countries and U.S. businesses have pledged hundreds of millions of dollars, supplies, food and equipment to assist the United States' efforts in Katrina's aftermath. Lt. General Honore described the damage to Mississippi today, "all infrastructure south of Jackson, MS is either damaged or destroyed." Secretary of State Condoleeza Rice visited the devastated areas, and attended Sunday church services in Mobile, Alabama.

Elsewhere, Sean Penn's rescue boat, sans plug and full of his personal entourage,reportedly sank during launch in New Orleans. Senator Mary Landrieu (D-LA) threatened to punch President Bush, and Jefferson Parish President Broussard decried that the bureaucracy of FEMA has committed murder.

All information is subject to change. Many stations are relying on their corporate parents to configure and maintain Internet streaming. Because of the intense interest in the feeds, they may be unavailable at times because of network congestion or a problem feeding the video to the streaming servers.

WWL-TV New Orleans - WWL-TV is operating from studios at Louisiana Public Broadcasting. CBS has a relay during the morning and afternoon. When available, use the CBS relay first as they have greater streaming capacity. They have a secondary stream from Yahoo. WWL-TV is also offering a special low-bandwidth audio-only stream for dial-up users.

WDSU-TV New Orleans - The news staff has started to return to temporary news studios near New Orleans. However, expect evening coverage from Hearst-Argyle sister stations WAPT Jackson and WESH Orlando when the New Orleans staff needs to take a break.


WGNO-TV New Orleans - New Orleans' ABC affiliate has returned to the air with WBRZ-TV and launched video streaming with continuous Katrina coverage.

WPMI-TV Mobile, AL - WPMI is webcasting from 5:30am - 10:30pm CDT. When off air, you can view pre-recorded reports on demand. This feed is often unreliable.

WKRG-TV Mobile, AL - This station is providing good coverage of the situation to the east in Mississippi and Alabama. However, the station is now signing off at around 10:30pm CDT like WWL and WPMI.

WJTV-TV Jackson, MS - The CBS affiliate in Jackson is providing live coverage for both the Jackson area and south Mississippi (knowing a lot of media in that area is off the air).


WFAA-TV Dallas, TX - WFAA-TV is here because Dallas is one of the evacuation cities.

United Radio From New Orleans: WWL-AM, WNOE-FM, "KISS-FM," WRNO-FM, WYLD-FM, and WJBO-AM (Clear Channel & Entercom) who have joined forces as United Radio From New Orleans, and they are streaming.

Gulf Coast Storm Network (Clear Channel Radio) - Clear Channel offers radio listeners across the gulf coast access to a simulcast emergency radio service. This service seems primarily focused on Alabama and Mississippi, but does cover Louisiana to some degree.

Using properly implemented contraflow, commandeered trains, and all available buses, greater New Orleans could have been down to about 30K or less by the time Katrina arrived. There was enough time for the buses to make two trips each to Houston at *least*!

Ok, I've seen the pic of the honorable (gag) Sean Penn sinking so my night/morning is complete,,,,

I just have to add one thing that is bugging me,,,

The dems and folks expected Bush to evacuate thousands of peeps NO after the levees broke within 12-24 hours---the mayor/governor had as much time or more BEFORE the storm to do the same thing withought all the (insert curse word of your choice here) flood water!!!!! But they said it couldn't be done and they didn't have enough time. Some of those dem people have been hit with the stupid stick so many times it ain't funny---

No, it isn't all that hard to follow. And Howling DID say that the buses were used to take people to the Dome, but you wouldn't let up on her and just kept right on beating the damned dust of that dead horse.

Well, it's not like he had much time to work with. I'm not excusing him. But the published plan was unrealistic, calling for evacuation of outlying parishes, then voluntary evacuation of New Orleans, then mandatory evacuation. That plan was stupid- to carry it out would have taken what, four days? This storm came out of nowhere fast.

IIRC 72 hours..Yes the plan should have called for evacuating those without their own transportation first...thus allowing buses to clear the area or make two trips and not endangering bus drivers......furthermore not having sufficient shelters locally with a population known not to be mobile was incompetence at the least. The superdome and convention center both should have been built with that secondary purpose in mind. Any casino or other government buildings they financed and built should have doubled as shelters and should have been built accordingly. A few extra dollars would have saved countless lives and billions of dollars...yes I know hindsight is 20-20 but one would have to have been blind to be sitting in their risky position (storm wise)and not to have prepared and planned ahead. Heck they could have built an elevated train for evacuation. Also one of the major freeways out of town was built to go under a train and of course regularly flooded during storms.As for their police department that is another story of poor planning..

It appears the state rigidly followed the plan and used up all the time that should have been used for mandatory evacuations. Nagin was up against the wall: he had one day to perform a mandatory evacuation. With traffic as bad as it was Sunday, he could have only gotten one trip out of the buses- and he didn't have time to force Blanco to open up shelters, even if he went public.

I disagree he had authority delegated to him to declare both a voluntary and mandatory evacuation...he and the governor hesitated to call an evacuation because of last years Ivan which turned and missed NO....I think she was waiting for him and he was waiting for her to make the call to deflect criticism if the storm turned...no one (in LA)learned from the tsunami that it is better to be safe than sorry and inconvenience the tourists and occupants and loose a little income than wait or do nothing and loose everything. Neither could pull the trigger until forced by the President. His and her authority is clear, either could have ordered an evacuation..

III. EVACUATION ORDER

A. Authority

As established by the City of New Orleans Charter, the government has jurisdiction and responsibility in disaster response. City government shall coordinate its efforts through the Office of Emergency Preparedness

The authority to order the evacuation of residents threatened by an approaching hurricane is conferred to the Governor by Louisiana Statute. The Governor is granted the power to direct and compel the evacuation of all or part of the population from a stricken or threatened area within the State, if he deems this action necessary for the preservation of life or other disaster mitigation, response or recovery. The same power to order an evacuation conferred upon the Governor is also delegated to each political subdivision of the State by Executive Order. This authority empowers the chief elected official of New Orleans, the Mayor of New Orleans, to order the evacuation of the parish residents threatened by an approaching hurricane.

B. Issuance of Evacuation Orders

The person responsible for recognition of hurricane related preparation needs and for the issuance of an evacuation order is the Mayor of the City of New Orleans. Concerning preparation needs and the issuance of an evacuation order, The Office of Emergency Preparedness should keep the Mayor advised.

No, she said that city buses were used to evacuate people and that they were picking up people all over the city, before Katrina hit, AND TAKING THEM OUT OF THE CITY OF NEW ORLEANS. PERIOD. EASY. VERY WRONG. IT DIDN"T HAPPEN.

Take it elsewhere.

I doubt there would have been time to fill up the buses with passengers twice. Travel time, yeah it could be done. But actually convincing people to get on the bus and go? I think one trip out was all that was feasible. The bigger issue to me is the fact those buses were there after the storm and could have almost immediately been put into use getting people out.

I totally agree with you about having adequate shelters built and provisioned BEFORE a storm. Nagin himself may not have been able to build any shelters during his term in office, but he could have had supplies on hand. I also agree with you that trains should have been used to move people... but that's not entirely under Nagin's control either.

The problem was really two fold. One, New Orleans is a death trap. Much of it sits below sea level and there aren't enough ways to get that many people out. Two, disaster planning was ignored for decades. The city, and really the nation at large, just gambled that this would never happen. We lost, and I hope it wakes us up to the reality that some of our cities are not sustainable over the long term without a serious investment in infrastructure.

There was going to be massive loss of life- no way we could expect either Nagin or Blanco to fix the fundamental issues just in the last two years. But, after the hurricane, a series of mistakes caused an even greater loss of life.
