If the country thinks this is a 9/11 scale event, rather than what it really is, then Blanco et al have more chance of fending off a move to federalize the region.
With the cronies staying in charge, the relief money can be spent to defend the local politician's pre-storm failures.
Did you see an interveiw with Lott, or just the "note" on MSNBC that Lott said that?
The reason I ask is, a little while ago they showed President Bush speaking to a group in Miss. telling them how he wants to be there when they have a new coastline, and how he will do all he can to make sure they all get whatever they need...and such.
Then, he said, "and if I don't follow through, I KNOW that Sen. Lott will demand it"...and laughed because Sen. Lott was there with him.

Blanco was not informed of the timing of Bush's visit, nor was she immediately invited to meet him or travel with him. Blanco's office didn't know Bush was coming until told by reporters. Bush spokesman Scott McClellan said the White House reached out to Blanco's office Sunday, but didn't hear back, and White House staff in Louisiana spoke with Blanco early Monday.

She's obviously a very crafty and vicious politician, who thought first about politics and then later - maybe - about the people in her state.
A lot of ditzes are savage and ambitions, btw. They're incompetent, but that doesn't really bother them. If you've ever worked with one, you'll recognize the type. However, most of them don't control the fate of millions of unfortunate people.
