Blanco was a typical politician who wants to pretend to be on both sides of the fence at once. She said, "These troops have been to Iraq, and they know how to use their weapons." On the other hand, she did NOT say that they had "orders to shoot to kill."
Think about it. She's trying to stop the looters by referring to the weapons the Louisiana National Guard has. But the looters in NO have TVs (some with the price tags still attached). But they can't plug them in and watch them.
Besides, people who will roam the streets with weapons, firing at police, doctors, rescuers, are not about to be deterred by the mere possibility that someone would shoot at them. Until there is word on the street that looters are getting shot, not much changes. And no Democrat can possibly get reelected if he/she gives the order to shoot to kill, and several black "voters" get plugged.
You've heard of the Motor/Voter laws the Democrats have pushed through? Consider this the New Orleans variation on the theme. This is the Looter/Voter law. LOL.

I can only imagine the first person who is shot - they will blame it on Bush

Until there is word on the street that looters are getting shot, not much changes. Leaflets, followed by lead. Or maybe the other way 'round. At this point, I must admit to a certain flexibility on the matter.

Exactly! In fact, how would she explain this to her constituents when her own AG and mayor have been practically justifying this plunder under the "need to survive." This is one of the things that has bugged me about the constant harping for Bush to put US troops on the ground. Not only does it alleviate her political problem, it makes Bush a target for claims of racism and murder should US troops have to shoot these "poor, black people."
This entire situation has been a politically calculated operation from the beginning. Whether it was her and the Mayor's failure to declare madatory evacuations (for fear of the Ivan backlash) or their handling of the National Guard for fear they may have to shoot some of these people.
