It is a barrier. We don't want armed thugs that slipped through the cracks in LA to get out into the wild in Texas to ravage our state. We don't need that, we don't want that, and it's not going to happen if we do what makes sense.
There have already been multiple arrests of wanted and escapees from NO in TX at the screening points. Check this and other threads for info as to other stuff.
We are *NOT* going to tolerate foolishness.
Once the refugees are cleared through the checkpoint, they are wrmly welcomed by cheerful sympathetic aid workers who say something like "Welcome to Texas! Sorry about that, but you understand that we have to take precautions after everything that's gone on. What do you need? How can we help?"

My daughter is in college in the Houston area and she informed me on Friday night that they are already having problems from some of the NO refugees. I will be watching the Houston newspapers. I have confidence that when any of the thugs get out of line they will be dealt with accordingly.
