Thanks for the link, it's great information. Someone in the Clinton administration rejected this, and perhaps the congress as well. Do you have anything on this being "summarily rejected by Bill Clinton" or who asked for the report or why it was rejected? Democrats love wiggle room.
Some guy was just on FOX and said that it was Bush who wouldn't approve the budget - not Clinton - and the FOX reporter never corrected him.

If we start waving this around and it turns out that it was defunded in the Congressional appropriations process, the blowback will be far worse than anything we've seen the Dims and the MSM dish out on this subject.
Blaming this on Bill Clinton is as stupid as blaming it on Bush. This problem has been on the horizon since the French and/or Spanish first settled the area.
If my math is right Clinton has been out of office for 5 years. During that time President Bush has built up the massive infrastructure of the Office of Homeland Security. An orginization tasked with dealing with problems such as Katrina.
Perhaps instead of assigning blame our time might be better spent pointing out what is praiseworthy. High-lighting the superior preformance of this administration in comparison to previous ones goes a lot further than shaking your fist at slick willy.
