President Bush: "We are dealing with one of the worst national disasters in our nation's history." Push has appropriated vast federal resources to assist with the aftermath of Hurricane Katrina.

78,000 people are currently in shelters. New Orleans evacuation continues. 10,000 additional National Guard troops have been called to service.

Hospitals are running low on supplies, and public health concerns include water borne disease, poor sanitation, food and drinking water contamination and shortages, mosquitoes, carbon monixide poisoning from electricity generators, lack of childcare, and the special needs of the elderly.

10:01 A.M. - (AP) -- The military plans to increase the number of National Guard troops on duty in Louisiana and Mississippi from a combined 7,400 to about 18,100, the senior
commander in charge of military relief and rescue efforts said Thursday."

That's going from two understrength brigades all the way to two light divisions.

Somebody is planning to step on some looters, real hard.

Question is, what happens between now and the time they insert?

The Federal government cannot and should not overreach the local authorities. They have the first responsibility. It’s a jurisdictional thing that can (and in this case has) cost lives and property. But as soon as the locals threw up their hands and asked for help, it was on the way – both at the Federal level and by other, surrounding states (like Texas). In fact, the Federal help (FEMA) was pre-positioned ahead of the storm.

You are correct. Please try to explain these simple constitutional principles of federalism to Miles O'Brien and that thoughtful, generous of heart CNN team.

There are rumors of rioting and attacks in downtown Baton Rouge near the River Center, where about 5,000 "refugees" are being housed. The local BR courthouse has apparently shut down due to violence, and the SWAT team may have been called in.

I think Houston is going to have huge problems.
I do have a question also. I heard somewhere , Fox, I think, that many of these people couldn't leave since they hadn't gotten their welfare checks yet. That being the case, who is going to pick up thier tab for their welfare checks now? The state of Texas?
Just curious.

I would think that churches all across the country would be willing to adopt and help these families. Americans love to help.

They should have put them in old military bases. This is going to be trouble.

My wife is in meetings this morning dealing with that very question (she is a director with Fulton Co. DFACS here in Georgia).

First Hand from Hattiesburg, MS:

My father-in-law got through this morning. There is little chance that power will be restored until some time after Labor Day. The generators for Lamar Co/Forrest Co are on the coast and are basically destroyed. He is unable to leave because he is managing a plant and the resources of the plant, left uncooled, could create an environmental disaster in the area. He has split his staff into two shifts, acting as both maintenance and security, guarding the plant with shotguns. There has been limited looting. There are such a limited supply of fuel for clearing the trees that some areas still do not have access to main roads. We are sending a truckload of supplies this weekend hoping that power will be back and the recovery can begin in earnest next week.

I know of several churches who are already opening their doors here; plus I know of a number of families who have grown dramatically in the past few days.
