People who disappeared were listed as "missing", not deceased, because no body was ever found, and IIRC, there were about 15-20 thousand of those.
Speculation is that the local Better Business Bureau types didn't want to scare people from migrating there.

My husband talked with a trucker who said a friend of his who drives a "refrigeration truck" had taken ice to a staging location and was being paid by FEMA to wait there for orders. The thought had not occurred to me that his truck could be used for that purpose after the ice is dispensed.
The scope of this thing is almost incomprehensible, if your friend is right. Morgues in the surrounding areas will be very busy. Those bodies will have to be identified, then the burials and cremations, and all that that involves, plus the demands of restoring some sort of order and normalcy for the living. Overwhelming.
