That's because WWL reported from someone with the city the Mississippi River levee has been breeched and has holes up and down the levee. They cannot tell where the Mississippi begins and ends now. GPS is no good because so many landmarks are now underwater and makes rescuing people difficult.

The Mississippi River is overlapping the levee.

You misunderstood. It's NOT in New Orleans!

GPS can work, unlike stated in your post. As long as the batteries in the hand held receivers are working, they will work. The signals come from satellites. There might not be any landmarks, but the coordinates don't change.
