FL had the same lack of time and they had activated their responses as it this was going to be a direct hit for disaster purposses.
In fact the big problem FL had was from the power company not government lack of planning.

Yes. There is no PA system...people inside are very frustrated and have no idea what is going on. Some that were brought by boat earlier today from rooftops have been waiting, to no avail, for the rest of their families to show up.
They did say (it was really bizarre to hear this) that they have "allowed" the captives...ooops...refugees to go onto the outside balconies to "enjoy the sunshine." I kid you not.

The superdome is not a shelter its a sports arena but it was the only safe place to put people in a hurry. Can you tell me does Miami Charleston tampa jacksonville corpus chrisit have a place to put have any 30,000 capacity with perfect cat 4/5 reslient genarators and pa communications devices. PLeaseee why are we getting the brunt here in LA

Huh? Who knows how they communicate with them - by bullhorn for all I care. Maybe they just TALK to them. You specifically said they had made no announcements on the PA. Umm, without electricity, what magic beans do you have that will make the PA system work? and how could you not realize that the Superdome was on a backup generator that provides minimal service - basically dim lights - as they've been reporting that since Monday morning?

I think what bothers me the most, is the fact the water isn't going away. There are still people trapped on houses and in the Superdome without the basics. Then to make matters worse, we keep hearing these reports of more rising water of from 9 to 15 feet.
I'm just scared that more people will die. :(
That is what I heard. It certainly should be. It is about at sea level and in the NO bowl (there are 13 bowls, but the NO bowl sans East NO is the mother of all bowls). If Canal Street is under water, than the runways should be, assuming gravity still obtains (except when it seems the waters will go ten feet above for mysterious reasons, that no one has bothered to explain). Simply miserable isn't it?
I'm going to watch it closer the next time they run it, but I know which one you are talking about it.
One thing I keep wondering is how many more of them are in those attics.

To be honest hurricanes are and have been much more of a reality for floridians. They also have a greater budget. To say LA was unprepared simply is wrong the fact we evaced 1/4 of the population of this state in 36 hours is amazing and that was becausse of planning. Not bad for a primarly rural state We are a "working coast" here which means not we simply cant do that every time a hurricane enters the gulf some place if we did the state would be bankrupt and it would have distrous effects on the national economy
