That is what I heard. It certainly should be. It is about at sea level and in the NO bowl (there are 13 bowls, but the NO bowl sans East NO is the mother of all bowls). If Canal Street is under water, than the runways should be, assuming gravity still obtains (except when it seems the waters will go ten feet above for mysterious reasons, that no one has bothered to explain). Simply miserable isn't it?
It's been explained to you countless times but that won't make you accept it. Water levels don't count when you add "flow" to the equation. At some point an engineer will hammer this out and you might get it but being a lawyer and contrary by nature that's not absolute.
