Hurricane Katrina made landfall today at 6:10AM CDT, and she continues to drive northward into Mississippi and Alabama. Several local radar sites are down. Tornado and flash flood watches and warnings are widespread.
President Bush has declared major disaster areas, clearing the way for federal aid.

Barbour has been pretty blunt about what he thinks should happen to looters. I think that National Guard troops under Federal orders cannot shoot looters except in self-defense, or to prevent a crime of violence, such as arson. Do they come under State rules when called out by their respective Governors? (he said, imagining the level of force the Mississippi Legislature would authorize against looters.)

PART D - USE OF FORCE
1. Looters. During civil disturbance, looters present a big problem to law enforcement officials. One problem is telling how much force to use in preventing crimes or making arrests. State law enforcement officials are familiar with the rules and policies of the phrase "use of force." These rules provide that deadly force will only be used to stop a felony or prevent an escape as a last resort. There is no typical looter, sometimes women and children are involved. Looting is usually followed by the burning of buildings so that all records of stolen goods will be destroyed. The federal military forces may use force "reasonably necessary" to prevent arson, but under no circumstances will they fire on looters. Warning shots will NOT be fired because of the potential danger to innocent bystanders. When shooting is necessary, shots will be aimed to wound, not to kill. Riot control agents followed by an arrest is one of the best ways to stop looters.
No other info. Sadly, my sister-in-law is the only person we could reach and she is in the Slidell hospital and sedated, doesn't really know what's going on.

I am glad she is safe.
Its going to take a couple of days to learn the extent of the damage...flooding in MS is reported to be 6 miles inland, and the pictures from NO are just incredible. Apparently the reporters can't get around, though, due to the high flood waters and devestation.

Official windspeed was 140 at landfall, andrew was "officially" 145 at landfall.
They upgraded Andrew to Cat 5 based on assessment that the "official" windspeed did not match the pressure or the damage caused by the storm.
Camille had 200 mph sustained winds at landfall with 220-250 gusts and a storm surge over twice this one.
The way the wall rebuilt at the last moment and the path over the river delta weakened it fortunately.

Looting is something you have to nip in the bud right away - or it gets worse.
I hate to advocate violence but maybe a few dead looters might help others get a clue that looting can be a quick one-way trip to the county morgue.
The biggest hurricanes are always like this. Within hours we have the kooks coming out and saying it was not a real storm. Silence is never a good thing, I would like to start hearing from some places in the next few hours.
