Sounds like one of the vertical slums (welfare housing) that Paris has been building like mad the last 30 years or so.

This is awful. Probably a very poor section of town--Senegalese and Malian immigrants.
They need to update their fire services over there in Frenchy Land.

As a retired Firefighter who has seen things like this I can tell you the Firefighters on the scene will never forget this fire. They will be able to tell you everything they did at this scene for as long as they live.
