There is a quote in scripture that applies to Rader, Jesus was talking about evil acts perpetrated on children and that those offenders would be 'cast out to sea with millstones around their necks.'
I think it applies here.

I honestly don't think that there's the ability in the heart and soul of this guy to behave faithfully to God, much less to reason among humans. A braggard, yes, I saw that, too, but mostly...I just think anyone who is capable of what this guy has done is not capable of a whole lot otherwise. Christ says he will and can forgive even the worst sins so I guess this is a case of it being up to God to deal with the guy.
