There is a quote in scripture that applies to Rader, Jesus was talking about evil acts perpetrated on children and that those offenders would be 'cast out to sea with millstones around their necks.'

Actually, He said that "it would be better for them if a millstone were placed around their necks and that they were then thrown into the sea".

Better, that is, than what their Father God has in store for them, for eternity.
