No, but he certainly knew not telling anyone for 8 hours ended any chance she had at survival. He had to realize there was a possibility she was still alive, or at least would respect her enough not leave her body at the bottom of a canal overnight.

I guess all of us would wait 8 hours to report a wreck in which a passenger was trapped below shallow water, possibly alive, after we, ourselves, had escaped. I mean...what's EIGHT HOURS if your totally DRUNK and need to wear that one off, afraid of a DUI and murder charge, have political aspirations, a big ol rich, famous family, and lots of $$$ to sooth the parents of the dying passenger.
