One witness told Sky News that passengers tried to prevent a man with a rucksack running away but they failed. A gun might have helped, with the shooter careful to avoid injuring innocent people of course.

Sometimes innocent people will be hurt by people attempting to stop a terrorist. Those wielding any type of weapon to protect others must be immunized from fear of retribution if their assistance goes awry.
