I think that "by any means necessary" should include psychological warfare. If young Muslim men identify becoming suicide bombers as a sign of true manhood, we need to fight that by suggesting that suicidal violence is a sign of un-Islamic doubt and apostasy and weakness, a proof that they have become infidels.
