Nearly one-third of all births in New Jersey in 2002 were to immigrant mothers, the most ever, according to a new study that examines how the massive influx of immigrants is transforming communities and posing new challenges for the nation's education and health care systems.
"We've never been here before," said Steve Camarota, director of research for the Center for Immigration Studies, a Washington, D.C., think tank that conducted the study. "We're headed into uncharted territory in terms of the size of the second generation."
In New Jersey, immigrants make up 18 percent of the total population and accounted for 31.9 percent of all births in 2002, the study found. By comparison, just 9.6 percent of babies were born to foreign-born mothers in 1970.

California has lots of evening ESL classes for adults. Kids in regular school get a year of intensive english, and then can pretty much handle regular school. Thats how it is supposed to work. The category that got eliminated was the bilingual teacher where the kids learned half the day in one language and half the day in english. This program did not get kids to use english until high school and maybe not even then. I believe CA has learned that treating kids with TLC in their first language is a recipe for disaster. And teachers need luck and skill to avoid layoffs when the enrollment in the classes they teach is dropping.

Alternatively, assuming that demanding a stop to illegal immigration will alienate illegal immigrance is silly on it's face, as it is common knowledge that illegals vote Democrat anyway.
Additionally, assuming that a stance against illegal immigration will alienate legal immigrants is also false, as people who have stood in line and paid the money tend to get really upset to see others cutting in line.
Finally, pandering to Hispanics for the sole purpose of garnering their votes is just as racist as any Jim Crow law you care to cite.
