Bring him in: a) keeps him from saying something that re-opens the case down the road, and, 2) works to co-ord. stories between Jr. and Sr.
In my experience, with the oldests in the family, you can't. The younger ones learn fast and hard for the mess-ups of the older ones.
These oldests have a sorry tendency to ignore what parents have to say, because they tend to think we 'rents are clueless, no matter how we try to present the "facts".
Some of us end up grieving, even though we did our best.

I really don't consider this to be close to the Matthew Sheppard incident. But then again, we don't really know what all happened.
But in response to your question -- how to educate -- well, someone should have made the effort...and it looks like this wasn't done here. But then, as I said, there should have still been adult supervision on this trip, and there wasn't. These kids might have been 18, but they weren't exactly grownups.

Amy Bradley disappeared from her room on a cruise ship near Aruba (she was traveling with her parents/brother) and was spotted by a navy officer a year later in a brothel in Curacao. A young woman from NJ disappeared from Beaches in Negril under equally mysterious circumstances the day before she was due to return home.
I happen to think this girl was raped/killed/body dumped, but you're mistaken if you believe there's no evidence of white slavery/missing young women.

Considering that the kid has been alleged to be an ecstasy dealer, I think doping her would absolutely be the most likely scenario, particularly when so many who knew her said she wasn't a heavy drinker/wild kid.
