The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

MIRAMAR, Fla. -- Despite the massive federal, state and local law enforcement effort to stop terrorists from entering the United States, there is no strong evidence of how well it is working.

Many experts are concerned that there are plenty of terrorists or sympathizers already in the country who have been here for years. Some are even citizens.

The Sept. 11, 2001, hijackers were the first wave and now the increasing number of arrests seems to signal a second wave of terrorism in South Florida.

Guards thwarted two attempts to penetrate storage sites for Russia's nuclear arsenal, where the "human factor" remains a weakness in security, the top general responsible for storage of warheads revealed Wednesday.
The two incidents in 2002 and 2003 involved lone suspects caught while trying to enter sites "in the European part of Russia," General-Colonel Igor Valynkin told journalists in Moscow, without providing further details.

Valynkin said the two had been handed over to the Federal Security Service "and I do not know their further fate."

ARTICLE SNIPPET: "AMSTERDAM — A 22-year-old man has been arrested in Amsterdam as part of the investigation into a suspected Muslim terror group in the Netherlands.

The suspect was armed with a loaded machine pistol, Justice Minister Piet Hein Donner told Parliament on Thursday.

Donner said the man of Moroccan ancestry has been of interest to the police since November 2004, the month filmmaker Theo van Gogh was assassinated in Amsterdam.

He is suspected of being a member of the Hofstadgroep, described by the police as a terrorist organisation.

The suspect was sitting in a car with two women aged 21 and 26. Both of them were also detained and are suspected of involvement in a
?terrorist organisation, the minister said.

Apart from the machine pistol — a mini machine gun — police also found two filled ammunition clips, a silencer and a box with 14 rounds of ammunition.

Donner said the arrest was a coordinated operation between the security service AIVD, the public prosecutor's office and the National Coordinator for combating terrorism.

The arrests in Amsterdam, Donner said, were connected to the detention of a 32-year-old Dutchman by police in London on Wednesday.

This older man was arrested at the request of the Dutch authorities. He is wanted for questioning in relation to the investigation into the Hofstadgroep.

Several young Muslim men are in custody in the Netherlands on charges of belonging to the suspected terror group and planning attacks in the Netherlands."

PATNA: The Centre has ordered a high-level probe after a large number of Maoist guerrillas ran amok in a Bihar district bordering Nepal reportedly killing up to 21 people.

The central home ministry asked the Bihar administration how the Maoists, apparently in hundreds, launched a massive onslaught in East Champaran district on Thursday afternoon, virtually taking over the Madhuban block for hours.

The attackers included several woman rebels dressed in military fatigues.

While a senior police officer put the death toll at around 15, other reports from the economically backward region spoke of at least 21 fatalities.

The attackers were from the Communist Party of India-Maoist (CPI-Maoist), which has close links with Maoist guerrillas in neighbouring Nepal.

This is the first time Indian Maoists ganged up in such numbers to stage a daring attack on government institutions, banks and the local treasury anywhere in the country since the Maoist movement broke out in 1967. Such attacks are common in Nepal.

"The police are busy preparing a detailed report on the attack for the home ministry," a state home department told IANS.

Police officials could not explain how Maoist rebels entered the area in hundreds without setting off a major alert and had a free run.

"It is a matter of serious concern how the police were in the dark," one officer said.

Bihar police chief Ashish Ranjan Sinha said the police had killed over a dozen rebels and recovered the bodies of seven.

Apparently, over 300 Maoist guerrillas, including dozens of women in olive green military uniform, Thursday afternoon attacked the Madhuban bazaar, opened fire to create panic and set fire to the police station and block office, killing two policemen and a bank guard.

They also looted cash from a bank and attacked a petrol pump owned by Rashtriya Janata Dal (RJD) MP from Sheohar, Sitaram Singh.

The rebels exploded bombs, looted four rifles and ransacked the local branch of State Bank of India, Central Bank and local treasury as a part of their daredevil operation.

The guerrillas also bombed the house of Sitaram Singh and his neighbour and looted cash and jewellery.

"The Maoists did the looting for over 90 minutes without any police action," a district official said.

One source close to the RJD leader said Nepalese Maoists were also involved in the attack.

ILLEGAL ALIENS WITH HAZMAT LICENSES ARRESTED
Multi-agency investigation closes security vulnerabilities


CHICAGO—Six illegal aliens who had been issued Illinois commercial drivers licenses with hazardous material endorsements have been arrested in the last two weeks as a result of an investigation conducted by U.S. Immigration and Customs Enforcement (ICE), the Social Security Administration’s Office of the Inspector General, U.S. Department of Transportation and the Illinois Secretary of State Police.

All six men have been placed in deportation proceedings. A seventh man was also arrested during the investigation and is being criminally charged by the State of Illinois for falsely applying for and obtaining a drivers license. He too will face deportation upon resolution of the state charges. Those arrested are from Belize, Jordan (2), Mexico, Mongolia and the Philippines (2).

“This cooperative law enforcement effort has closed a security vulnerability that might have resulted in dire consequences,” said Special Agent-in-Charge Elissa Brown of the Chicago ICE office. “This is a national security issue. Illegal aliens should not have the freedom to transport hazardous materials throughout the United States.”

The commercial drivers licenses of those arrested were issued by the State of Illinois prior to July 2004. Since then, procedures for obtaining an Illinois drivers license have been tightened. The state now cross-references the names, dates of birth and social security numbers of applicants to ensure they match. In addition, Illinois now uses 12-point facial recognition technology to search databases for duplicate licenses and identification cards.

The Social Security Administration has also tightened procedures affecting the issuance of drivers licenses since the terrorist attacks of September 11, 2001. The Social Security Administration now requires certification from the Department of Homeland Security (DHS) before issuing social security numbers—which are required to obtain an Illinois drivers license—to aliens in the U.S. on temporary visas.

“With the Secretary of Transportation's full support, we have made combating CDL fraud one of our top priorities, and have conducted investigations in 23 states since 2000,” said Assistant Special Agent-in-Charge Craig Singleton of the Chicago Region Department of Transportation Office of Inspector General. “As we previously reported, given all of the potential implications to safety and security, it is important to ensure that those obtaining commercial drivers licenses with a hazmat endorsement demonstrate citizenship or legal presence.”

In addition to those arrested, ICE agents are seeking 10 additional individuals they believe are in the U.S. illegally and who possess Illinois drivers licenses with hazardous materials endorsements.

This investigation was carried out in coordination with the Transportation Security Administration’s (TSA) Hazmat Threat Assessment Program. This program screens commercial drivers with hazardous materials endorsements for potential terrorist threats.

"IRAQ: KIDNAP AND DECAPITATION MANUAL FOUND IN HIDEOUT"

Baghdad, 23 June (AKI) - US Marines have found manuals on taking hostages and decapitation during a raid on a guerrilla hideout in the Iraqi village of Karabla, near the town of Qaim, close to the Syrian border. The Arab newspaper Al-Sharq al-Awsat reports that in the hideaway the troops also found several hostages who were being held there by Islamic militants. The hiding place was being used as a centre for the interrogation and torture of hostages, and contained electrodes and other instruments of torture.

The manuals found were used as Jihad (Holy War) handbooks. The first was titled: "How to choose the best hostage", the second covered decapitation and was called: "Rules for cutting off the heads of infidels", and the third manual, "principles of the philosophy of the Jihad", was more theoretical.

The three documents, the last of which is 574 pages long, carry the name Abdel Rahman al-Aliya, which the newspaper says is probably a cover name to hide the identity of the real author. The hideout - in the volatile western Anbar province which has been the scene of fierce fighting between insurgents and the US-led forces - is believed to have been used by the group led by the Jordanian militant Abu Musab al-Zarqawi. He is credited with introducing the practice of decapitation to the activities of the Jihadist movement.

Coalition Forces Destroy Zarqawi Terror Group Hideout

WASHINGTON, June 23, 2005 – Coalition forces raided and destroyed a hideout used by associates of fugitive Jordanian terrorist Abu Musab al-Zarqawi today, military officials in Baghdad reported.
During the raid, terrorists occupying the hideout near the Hamadi Fayadah area of Baghdad attacked the coalition forces, officials said. The house caught fire during the clash, causing explosives inside the house to detonate. Multinational forces secured the area for Baghdad emergency services personnel to extinguish the fire.

In other news from Iraq, nine Iraqis were killed and more than 30 were wounded in a series of explosions in central Baghdad as shopkeepers were opening their businesses for early-morning customers today.

Iraqi security forces quickly responded to the scenes of the blasts, which started at 7:40 a.m. Among the dead were three Iraqi police and six Iraqi civilians.

Police cordoned off the scenes to prevent further civilian casualties as Iraqi firefighters and explosive ordnance disposal teams rushed to the locations to extinguish fires and dismantle any unexploded ordnance. At one site, the EOD team found 200 pounds of explosives rigged with a timing device inside a van; they quickly and safely dismantled the improvised explosive device.

"The quick reaction and remarkable courage of the Iraqi EOD team saved an untold number of lives today," said Lt. Col. Clifford Kent, Task Force Baghdad spokesman. "It's brave individuals like these who are leading the war on terror here in the sovereign nation of Iraq."

Iraqi soldiers captured four terror suspects after their patrol was attacked in west Baghdad, and Iraqi army, Iraqi police and coalition forces teamed up to find weapons caches in northeast and central Baghdad on June 22.

Shortly before midnight, an Iraqi patrol from the 4th Battalion, 1st Brigade, 6th Iraqi Army Division, was attacked by terrorist gunfire. The Iraqi soldiers cordoned off the area, executed a search, and captured four of the attackers. The unit took the men into custody for questioning.

At 9 a.m. June 22, Iraqi policemen teamed up with coalition forces to capture car-bomb makers and equipment. The joint force found 16 AK-47 assault rifles, three other guns, a protective mask, 25 assault rifle magazines and 417 rounds of ammunition.

"Every day, Iraqi security forces and coalition forces are conducting more than 30 combined and independent operations," Kent said. "Iraqi forces are taking the lead in many of those operations, and they're capturing terrorists, financiers and bomb makers, plus they're finding weapons caches thanks in part to more citizens coming forward to provide information."

In other developments, a vehicle-borne explosion in central Baghdad shortly after 9 p.m. June 22 killed four Iraqi police and four Iraqi civilians and wounded 45 others. The car bomb damaged a barber shop, a locksmith shop and an electronics store. Within minutes, Iraqi police were on the scene, along with a patrol from 2nd Battalion, 156th Infantry Regiment, 256th Brigade Combat Team, 3rd Infantry Division.

An Iraqi police EOD team recovered four unexploded 155 mm rounds from the site, and no further injuries resulted, officials said.

"Terrorists are attempting to use fear to discredit and destabilize the sovereign government, but the Iraqi people have increasingly demonstrated their resiliency to this intimidation," Kent said today. "Last night's attack is a clear demonstration of the total disregard terrorists have for innocent Iraqis. They killed and wounded innocent citizens while destroying viable small businesses. It is clear these actions only targeted civilians and are an attempt to discredit the sovereign Iraqi government." In other Iraq news, two soldiers assigned to 2nd Brigade Combat Team, 2nd Marine Division, 2nd Marine Expeditionary Force (Forward), were killed in action June 21 by small-arms fire. The incident took place during combat operations near Ramadi. The 2nd BCT is a U.S. Army unit assigned to the 2nd MEF in support of Operation Iraqi Freedom.
