Good morning all. Senate convenes at 9:30 am this morning, to vote on the nomination of Priscilla Owen. I've started the thread early, as I have to leave for a few hours, but also to give us a place to start commenting early on the events of yesterday....

OK, I'll play.

I don't think there's a snowball's chance the Dems will let her get more than 59 votes.

I'll go out on a limb and say she gets all 55 pubbies, no Dems.

55-45...though it's very likely some dems will avoid the vote.

FYI..did you see the bit about Durbin yesterday trying to get the cahir to say that 60 votes was needed to invoke cloture..?

No, I missed that.........I'll find it later.

You got it...The Dems have been blowing Hillary's bases; blacks, hispanics, women...all to hell...over a single issue.....abortion. Hillary is on her knees in all this.

Bush needs to find some more, even more right-wing FEMALE judges, asap. Or else Myers, Saad and any other white male will never again sit on a Federal bench.

Do you think Byrd will retire, or run again in 2006?

If the Laut can be resurrected, then Byrd can serve another term. Seriously, there will be a lot of pressure on him to run again because WV is trending red and Republicans would have a good chance at a pick up in that state, IMO.

Good morning folks. In other news on the Hildabeest, apparently Tony Snow had a recent run-in with her about his Soldier Ride program, he's slated to talk about it this this morning.

Also Lindsey Graham is on Tony's show today for those who are interested.

And FWIW, I think this is a horrible "deal" that got the good side damn little and the dark side a helluva lot. We'll be lucky to get 3 nominees confirmed at this point.

To show that "the deal" is working and to lull their critics into believing in their saviorhood, my guess is that all the little Napoleons will vote for her.

At the beginning of all this....she was a screeching maniac but that was before they lost the Whitehouse AGAIN...and it became apparent that folks are just a little bit more moral than she thought and are sick of baby killing and watching the Courts say....USA...NO GOD ALLOWED.

She's simply has to jump to the moral highroad. It's a big jump and her ego is attached to those short-fat legs. She'll fall flat on her face in the end...And Bill will love it!!

The word "debate" is used, but the dysfunction is "refusal to vote." Every Senator knows where they stand on the nomination. There is no need for further persuasive debate.

In parliamentary proceedings, there is no way to separate debate from the vote. A matter is brought before the body, and can be disposed of in several ways. It can be tabled by a simple majority for a variety of reasons (could the Senate table the nomination of officer by the President?), or ruled as not in the scope of the body's charter.

If the matter is taken to debate, the debate will follow the rules of the body. Sometimes, cloture is required or desired. Its function is to reduce the amount of debate before taking the vote. Its function is emphatically NOT to avoid the vote altogether. Cloture is used to give power to the objections of members who have not had opportunity to speak, or who remain undecided on the matter because they have not heard enough debate. The need for debate is to faciltiate individual decision making, and once the members are firm in their convictions, the time for voting is ripe.

What the DEMs in the Senate have done is permit extended debate, followed with refual to vote. This is parliamentary dysfunction.


I predict Owen winning confirmation, but with fewer than 60 votes. If she gets more than 60 votes, the cloture charade is blown wide open, even to people who are clueless about the whys and wherefores of parliamentary procedure, Senate Rules, and the Constitution of the United States of America.
