You can get a learner's permit at 15, but you MUST have an adult with a driver's license in the front seat with you.
At 16, you can get a regular license, which is just plain foolish.

As much as I want to be first in line to give these girls the BIGGEST ass whooping of their lives...giggling is not always controllable at that age. It doesn't even mean they thought it was funny.
