Senate Debate on Nominations Today the Senate resumes debate on the nomination of Texas Supreme Court Justice Priscilla Owen to the Fifth Circuit U.S. Court of Appeals. Mr. CORNYN. I ask unanimous consent that when the Senate completes its business today, it stand in adjournment until 11:30 a.m. on Monday, May 23. I further ask that following the prayer and pledge, the morning hour be deemed expired, the Journal of proceedings be approved to date, the time for the two leaders be reserved, and that the Senate then return to executive session and resume consideration of the nomination of Priscilla Owen to the Fifth Circuit Court of Appeals, provided that the time from 12 noon until 1 p.m. be under the control of the majority leader or his designee and, at 1 p.m., the Democratic leader or his designee be recognized; provided that floor time then rotate between the two leaders or their designees every 60 minutes until 4 p.m., at which time the majority leader or his designee be recognized until 4:45 p.m., to be followed by the Democrat leader or his designee from 4:45 p.m. until 5:30 p.m.

Mr. CORNYN. Mr. President, on Monday, the Senate will resume consideration of the nomination of Priscilla Owen to serve as a circuit judge on the Fifth Circuit Court of Appeals. Monday will be the fourth consecutive day the Senate considers the Owen nomination.

Over the past 3 days, a number of Members, on both sides of the aisle, have come to the floor to speak on the nomination. We have conducted over 25 hours of debate, and we will continue on Monday. Moments ago, we filed a cloture motion on the nomination, and that will ripen on Tuesday of next week.

On behalf of the majority leader, I remind my colleagues the leader has announced our next rollcall vote will occur Monday afternoon at 5:30. That vote will be on a motion to instruct the Sergeant at Arms to request Senators' attendance. Senator Frist will have more to say about next week's session on Monday.

Oh, what a tough choice! We could sure use his vote, but it would also be nice not to have to worry about him in 08.

To sum it up the senate has the right to change their own rules and it's happened with all parties. If the Rats don't like the nominee then don't vote for them but give them a vote.

I agree with both of those points. I think there was a pitfall in invoking "the rules" in an effor to tget to the vote. Now "the rules" become the issue, right or wrong.

You should read that Gold and Gupta article - you don't have to read it carefully to get a flavor for the parliamentary shenanigans that are pulled in the Senate. The typical "change the rules" time is at the start of a session. Frist noted at the satrt of this session (in January) that he was not acquiescing to Rule XXII (which in itself indicates concession that Rule XXII applies).

Hagel would be in deep trouble with his base if he votes against the GOP leadership.

Hagel is a McCain-handmaiden but cannot stray too far from his conservative Nebraska constituency. He's all talk with the MSM and then votes reliably conservative on the floor.

No, all he has to do is nominate judges acceptable to Ted Kennedy and 39 other senators from the MINORITY party.

If McCain votes against his leadership, whatever remote possibility he had of garnering the 2008 GOP nomination is over. I suspect he'll change his mind again.

Here we go again the F*****g "Latino" business. WHAT the heck is A LATINO anyway?. Is it someone who speaks Spanish? then, are people form Spain, Argentina, Uruguay Latinos?... How about profession. Is Fox a latino?... how about Picasso. Was he a Latino?. Are Cubans Latinos? How about Illegal Mexicans, who do certain services and who do not assimlate in the American Culture.. Are these the "latinos" this Magazine is referring to?... We have to come up with better definitions because I don't want to be associated with this group that I really don't relate to. Hyphenation to the rescue. How about

Ben Franklin-Congress should be mirror of American people. Divisions in country, so cannot transcend divisions.

Opposition in their right as reflecting will of their constituents. Simple solution, if your constiguency doesn't approve vote against. he's done it, but never denied a vote.

Roberts is warming up here, this is getting good!
