Mr. CORNYN. I ask unanimous consent that when the Senate completes its business today, it stand in adjournment until 11:30 a.m. on Monday, May 23. I further ask that following the prayer and pledge, the morning hour be deemed expired, the Journal of proceedings be approved to date, the time for the two leaders be reserved, and that the Senate then return to executive session and resume consideration of the nomination of Priscilla Owen to the Fifth Circuit Court of Appeals, provided that the time from 12 noon until 1 p.m. be under the control of the majority leader or his designee and, at 1 p.m., the Democratic leader or his designee be recognized; provided that floor time then rotate between the two leaders or their designees every 60 minutes until 4 p.m., at which time the majority leader or his designee be recognized until 4:45 p.m., to be followed by the Democrat leader or his designee from 4:45 p.m. until 5:30 p.m.

Mr. CORNYN. Mr. President, on Monday, the Senate will resume consideration of the nomination of Priscilla Owen to serve as a circuit judge on the Fifth Circuit Court of Appeals. Monday will be the fourth consecutive day the Senate considers the Owen nomination.
Over the past 3 days, a number of Members, on both sides of the aisle, have come to the floor to speak on the nomination. We have conducted over 25 hours of debate, and we will continue on Monday. Moments ago, we filed a cloture motion on the nomination, and that will ripen on Tuesday of next week.
On behalf of the majority leader, I remind my colleagues the leader has announced our next rollcall vote will occur Monday afternoon at 5:30. That vote will be on a motion to instruct the Sergeant at Arms to request Senators' attendance. Senator Frist will have more to say about next week's session on Monday.

I didn't give any attention to the details of the impeachment proceeding at the time, but I did make not of Graham's comments on social security in the past few months. Graham's weak knees on this, as a result, came as no surprise.

If he pulls it off, it will balance out his rolling over on Specter. I would be willing to judge him going forward with a clean slate. But I will not apologize for fearing the worst in light of his track record.

If the reasoning is that the shackles influences the jury to give a harsher sentence....couldn't the opposite be said?
If I am on a jury that convicts a person of murder, but he/she is allowed to walk around WITHOUT shackles, then perhaps I am persuaded that he/she isn't dangerous anymore, and am too lenient in sentencing...
There are WAY too many convicts that commit crimes upon release from prison as it is....

Bah! Estrada was nothing compared to what the "Gang of Four" (Biden - Leahy - Kennedy - Metzenbaum) did to Bob Bork -- with the decisive assistance of the current Chairman of the Judiciary Committee. At least Arlen did fight for Clarence Thomas.

McCain has two things on his mind; the Presidency in 08 and lacking that to get on the ticket as VP for a Conservative to offset whatever Hillary has up her sleeve.
IMHO what McCain is doing here is negotiating with Frist to get on a Frist/McCain ticket in 08. Laugh all you want, McCain is positioning himself. We all think he is a stupid RINO. I submit that the only way McCain has a chance to get to the WH is as a VP.

You are correct. You did not call Senator Frist a RINO. Nor did you contend that he had to be dragged kicking and screaming into supporting the constitutional option. You said, and let me quote, ". . . When you have to be dragged kicking and screaming to the right thing . . ."
What is your basis for the statement that Senator Frist had to be dragged kicking and screaming to do the right thing? I have been following the hearings since the democrats first started the filibuster, and it seems to me that Senator Frist has been in the forefront of those trying to round up enough RINO votes to invoke the constitutional option. What evidence do you have that he has been reluctant to do the right thing?

Same here. I always have a peek while at work. I have been refusing to give money period. Except, I have not even bothered telling them why -I've been too angry at them and have been considering opting out of even knowing about the issues. I guess ignorance was bliss. -but it was not have much fun as being with freepers. I'll write back a note next time I'm being asked for money.
