I do believe you mean a filibuster has different stages
From a inception of a filibuster, to "death by filibuster" No. I meant that the term "filibuster" is indefinite. Some people somehow relate the existence or absence of filibuster to the existence or absnce of cloture motion. Otheres relate it to the practice of holding the floor and talking, independent of a cloture motion. The Senate definition asrcibes the label "filibuster" to ANY dilatory tactic. And as your comment intimates, how long does the dilatory action need to be in place before it warrants the exalted label of "filibuster?"
It's a fun term, but in a substantive discussion it is useless until a common agreement is reached as to what the term means.
