Whenever upon such roll call it shall be ascertained that a quorum is not present, a majority of the Senators present may direct the Sergeant at Arms to request, and, when necessary, to compel the attendance of the absent Senators, which order shall be determined without debate; and pending its execution, and until a quorum shall be present, no debate nor motion, except to adjourn, or to recess pursuant to a previous order entered by unanimous consent, shall be in order."

Only one minor point, and that is, Juan never is able to memorize anything. He always reads from stacks and stacks of printouts.

Unbelieveably, I don't think Juan said anything stupid.
I thought Juan kept the paperwork close as a proof source for his obscure positions. At least, I've seen him wave some of it when responding to being corrected in the past. And, since I've seen him often losing his cool in responses, when he repeated his lines without paperwork props, my assumption was he could actually repeat his lines properly. If I'm wrong, I'll gladly return the ribbon. Oops.... FOX is coming on here, finally. It's time to see the things I've been reading here.
That rule is for the full Senate. The relevant rules are those that I posted in #133, i.e. for the Foreign Relations committee.
This morning, when Lugar was asked if there would be a vote on Thursday, said that there were any number of parliamentarian gimmicks that could keep it from happening. He didn't mention what they were.
The rule that you mentioned is the one that would surely be exercised if there was a true filibuster of judicial nominees on the floor of the Senate.
Or John Kerry, he's probably pretty good at "frog" marching.

Envy attack. This is a much better thing to do on Sunday than watch the Sunday talk shows or TCM as a refuge.
Well so far today I have not heard any comments or questions about Dingy Harry's comment about Bush being a loser. You'd think they'd mention it, huh?
