Well, honestly, I don't know what the immigration procedures were back in the 1930's.I don't know what the Germans were doing regarding people leaving the country, but I'm sure that when the Kissingers look back on history, they were glad to have got out when they did.
On the U.S. side, THIS site says that we encouraged open immigration until the 1880's after the Supreme Court in 1875 declared that regulation of immigration is a Federal responsibility.
