***update from Daily Bulletin: " Scott James, a former Tucson agent, resigned after eight years of service in February, citing a lack of support for agents by the Department of Homeland Security. He said that U.S. Border Patrol officials provided office space inside their headquarters to Mexican consulate officials, allowed the consulate to dictate the agents' activities, and gave the consulate information on ongoing investigations. Such courtesies were not extended to consulate offices of other countries, James said."***

HURRAY FOR ILLEGAL ALIENS WITH TB!

I have a feeling the Wall Street Journal is going to get a lot of feedback about this unbelievably muddled piece by a Greenwich, Conn., neurosurgeon who ultimately sings the praises of an illegal alien with tuberculosis. The neurosurgeon's patient ended up at Greenwich Hospital "because the one in the town where he'd settled, the neighboring and much less well-to-do Port Chester, had shut down after going bankrupt. That hospital had cared for a large number of patients just like him: no insurance, no English, no papers." Sound familiar? Okay, I know I just typed that I wouldn't comment. But crikey--what is it with the open-borders WSJ editorial page and McCainiacs never missing an opportunity to smear Americans as lazy do-nothings?

THE BORDER PATROL UNDER SIEGE

The Department of Homeland Security is working overtime to quell citizen outrage over the Border Patrol/Mexico/Minutemen story. The contradictory spin doctors are not doing a very good job. I'll have more in a moment.

But now is a crucial time to step back and look at this disturbing episode in a larger, informed context-- that is, as part of the longstanding battle between DHS management and rank-and-file employees over strict, tough, and unapologetic immigration enforcement. Supervisors in Washington and in major Border Patrol sectors are cowed by ethnic activists, business lobbyists, and meddling Mexican consulates. Field agents are demoralized by top-down efforts--from the White House on down--to undermine their law enforcement duties.

Most news consumers--and politicians and Washington wags--have extremely short-term memories. But people on the ground fighting this battle every day, and those covering it, don't.

I remind you of the jaw-dropping directive issued in August 2003 by then-San Diego Border Patrol Chief William Veal directing local Border Patrol agents to ignore suspected illegal aliens on city streets and at worksites in San Diego. The order was made in response to--you guessed it--complaints by the Mexican Consulate over Border Patrol arrests of illegal aliens seeking to obtain Mexican identification cards. Deputy Consul General Javier Diaz met with Veal to protest the arrests, while Mexican Consul General Rodulfo Figueroa issued a statement saying he was "astonished by the arrests because of their proximity to his office." The Bush Treasury Department, ignoring the warnings of seasoned immigration enforcement officers and FBI agents concerned about matricula consular card fraud, approved the use of these illegal alien documents for opening bank accounts--at the behest of, you guessed it, Mexican consular officials and business lobbyists.

In admonishing his agents to look the other way at lawbreakers Veal wrote: "We have a continuing obligation to prevent any public perception that the Border Patrol may be conducting 'neighborhood sweeps.'"

A continuing obligation to whom?

After a public outcry over the memo, DHS backed down and rescinded the order. But it did not change the cowardly p.c. culture among higher-ups at the department.

I remind you that just a year later, Border Patrol rank-and-file blew the whistle on Beltway bosses retreating from interior enforcement again. After extensive intelligence-gathering, local agents had conducted effective illegal alien sweeps in July 2004--which sent Mexican officials and the open-borders lobby into full-scale hysteria. Washington bowed to the pressure and ordered the agents to stop enforcing immigration laws. Grilled by KFI's talk show hosts John and Ken, then-DHS undersecretary Asa Hutchinson--who had badmouthed his own employees and condemned the sweeps--blubbered that DHS would enforce immigration laws "in a reasonable manner and will consider the sensitivities associated with interior enforcement of our immigration laws."

Sensitivities to whom?

I remind you that the following year, in May 2005, a dozen Border Patrol agents told the Washington Times that they had been instructed to “stand down” from arresting illegal aliens near where Minutemen protestors had patrolled in April. The agents understood that an increase in arrests would prove the effectiveness of extra manpower on the border and would credit the Minutemen’s approach. Several sources, including the President of the National Border Patrol Council, confirmed the newspaper report.

I remind you that a year ago this month, the same DHS that says it now supports what the Minutemen are doing barred the group's founder from a press conference with Michael Chertoff in Arizona and badmouthed the citizen efforts.

And I remind you of Heather Mac Donald's exhaustive investigation of the Mexican government's growing power and influence in working to sabotage immigration enforcement efforts.

I could go on. But having been reminded of the past, recent, and continuing behavior of DHS brass--in opposition to their own rank-and-file employees and in opposition to rigorous law enforcement--you will now hopefully have a deeper appreciation for why the denials and contradictions of DHS officials in Washington about the Border Patrol/Mexico information-sharing story from the Daily Bulletin ring rather hollow.

And square perfectly with the longstanding reality of a Border Patrol under siege and undermined by its own leaders in Washington.

I had a perfectly nice chat last night with DHS spokeswoman Kristi Clemens, who insisted that the Border Patrol does not share information about the Minutemen with the Mexican government--and then confirmed, twice and plainly, that the agency does identify when and where civilian volunteers are involved with illegal alien apprehensions if border-crossers call their neighborhood Mexican consular officials to complain about intimidation or harassment while sneaking into the country. (For the record, her boss told NRO's Andrew McCarthy the exact opposite! As usual, the spinners in CYA mode can't get their story straight.)

Clemens stressed several times that DHS believes there is no conceivable reason why the Border Patrol would collaborate with Mexico against the interests of American citizens.

Clearly, they have short memories.

More Mexican meddling:

Maricopa County Attorney Andrew Thomas lashed out Tuesday against the Mexican government because its consul general in Phoenix contacted a Los Angeles-based attorney to question Thomas' policy of charging undocumented immigrants with conspiracy to commit human smuggling.

"You have a foreign government coming in and trying to organize the defense efforts of criminal defendants in an attempt to attack the coyote law, and in fact, attack the right of any state in the nation, effectively, to pass anything meaningful to stop illegal immigration," he said. "That is an extraordinary act. And I'm not aware of a parallel to this in our history."

Thomas was so angry that he faxed a letter to U.S. Secretary of State Condoleezza Rice, asking for her "assistance and that of the U.S. State Department in protesting this extraordinary attempt by a foreign government to deprive Arizona of its ability to defend itself against the tide of illegal immigration fomented by that same government."

 Speaking of staged political events, get a load of this shocking article in the San Fran Chronicle's website about backlash after the Pinko de Mayo events. International A.N.S.W.E.R. (Act Now to Stop War and End Racism), a group that, in its own words, wants to "transform society, disarm the Pentagon and win back all that has been stolen from us -- from Los Angeles to Baghdad, Mexico City to Manila, Port au Prince to Gaza and everywhere," was one of the main organizers. This fact was overlooked by most of the mainstream media protest coverage, despite the wealth of signs carrying the group's logo. Such coverage almost uniformly omitted the word "illegal" as well.

BUSH'S MONDAY IMMIGRATION SPEECH: Reader CJ Burch emails: If "jobs Americans won't do" is a central part of Bush's address his approval ratings may be in the single digits Tuesday morning. I honestly do not understand where our political class has gotten the idea that calling the average american lazy and worthless is good political strategy. Do they truly think that little of us? 

I'm hearing a lot of that kind of sentiment.

No Sitting, Just No Dimes

I have written extensively on the malaise and disaffection rising in conservative ranks, a trend reflected in declining approval ratings for both George Bush and Congress. I wrote yesterday that movement conservatives may be washing their hands of the Bush administration, frustrated by its big-government approach and its vacillation on border security. Some took this as an indication that I have joined an effort to convince conservatives to sit on their hands this November -- in other words, to boycott the midterm elections in order to teach the GOP a lesson. Hagel to Martinez to Chance

As we focus on what to do about illegal immigration, it's easy to lose sight of the issue of how much, and what type of, legal immigration we should permit. Robert Rector at the Heritage Foundation puts that issue into sharp relief...the Senate immigration reform proposal sponsored by Senators Hagel and Martinez would allow an estimated 103 million persons to legally immigrate to the U.S. over the next 20 years -- fully one-third of the current population of the United States. Similarly, this Washington Times article (linked to by Scott in a post below) cites estimates that the legislation would more than double the flow of legal immigration into the United States each year and dramatically lower the skill level of those immigrants.


As Rector concludes, the Hagel-Martinez legislation would lead to a rapid and fundamental transformation of the social, economic, and political nature of our society.

The Bush administration has been trying very hard to ignore the immigration laws as much as they think they can get away with. It's not even a close call.

Amnesty S.O.S. --I live in ultra liberal and Democrat-controlled Washington, DC and I can tell you for fact that folks here are livid about the illegal immigration issue. This issue cuts across political, ethnic, racial, and age lines. Americans across the board are fed up with the pro-amnesty bunch.

The only good thing about watching the speech was getting to watch it in the Fox News green room with Colorado GOP Rep. Tom Tancredo, a stalwart immigration enforcement advocate. It was nice to have someone to shake heads along with as empty platitude after platitude was laid on thick. Allah has video highlights of Bush's speech and brilliant commentary as usual over at Hot Air.

UPDATE III: Hot Air has a round-up, and so does NZ Bear. The most telling, and likely the most influential, reaction so far? Hugh Hewitt, who also occupies the center-right on this and many other issues. After initially giving the speech high marks, Hugh was stunned to hear Julie Myers of ICE act as though no one ever heard of a fence.
UPDATE II: Professor Bainbridge agrees with the President on the need for comprehensive reform instead of phased approval, and liked the speech overall.

Fortunately for me and for the CQ community, Mark Tapscott and I had a great one-on-one conversation instead. Besides being an outstanding blogger, Mark had spent years at the Heritage Foundation integrating bloggers into their efforts to great effect, and now serves as editorial page editor for the Washington Examiner.

According to Rep. Steve King (Republican-IA) - who has earned a 100% "Best and Brightest" rating from the American Conservative Union - there are 12 American citizens murdered by illegal aliens every day. There are 13 American citizens run down by illegal alien drunk drivers every day. This comes to a total of 9,125 Americans killed by illegal aliens every year. Additionally, 8 American children are sexually abused by illegal aliens every day. This comes to 3,000 American children sexually abused by illegal aliens annually.

You can't say that illegal aliens have not been detrimental to this country. These numbers dwarf the number of Americans killed by jihadist terrorists as well as the number of American troops killed in Iraq and Afghanistan.

The average annual notices of intent to fine employers of illegal aliens under Clinton was 865. The average under President Bush is 79.5. This is a 90 percent reduction in average annual notices of intent to fine employers of illegal aliens.

And then there is 2004 where, under President Bush, only 3 notices of intent to fine employers of illegal aliens were done. 3!! But that was President Bush's worst year. Let's compare best years then.

Under Clinton his best year for Worksite Arrests was 1997 with 17,554 reported. President Bush's best year was 2001 with 735 worksite arrests reported. This is a 99.7 percent reduction in worksite arrests under President Bush when comparing best years.

Someone over at the Corner said he sounded more like Mr. Rogers than Mr. Reagan. I’m afraid so. We need someone leading us who says “we’re finished putting up with your lawlessness. Get out of Dodge or we’ll put you out. Pronto.”

I am tired of statesmanship practiced with the likes of corrupt Mexico. We ought to copy their immigration laws, line for line. For example, these are the people permittted to settle in Mexico, right off their page:
