The blast from the 38 mm handgun produced a surprisingly strong kick, one that caused Audrey Sementilli to shake her head as she placed the pistol back on the counter in front of her.
"I didn't like that one," said the retired teacher. "I'll stick with my Glock."
Sementilli was one of eight St. Louis County residents taking part in a gun safety course Saturday. The eight-hour class, which started in the Florissant branch of the St. Louis County Library and ended at the Piasa Rifle and Pistol Club in Alton, covered everything from the laws of justified force to safety and basic marksmanship. At the end of the day, students were ready to apply for a state concealed-carry permit.
The problem is, fully a year after Missouri became one of 46 states to offer such permits, St. Louis and St. Louis County still refuse to issue them.
But this may soon come to an end. A bill pending in the Missouri Legislature would remove the financial roadblock used by local officials and force the city and county to fall in line with the rest of the state.
Statewide, about 16,000 background checks have been requested for applications for concealed-weapons permits. A Missouri permit costs $100 for three years and $50 to renew.
Last year, the city and the county decided against issuing the permits, saying the new law violated the Hancock Amendment, which prohibits unfunded mandates.

Get one from VA. They now issue non-resident permits. Also good in several other states and WV.
I want one!
*chuckle*
Honestly, a 38mm would probably be based off the XM109.
Huge and heavy.
(But I still want one!)
"The blast from the 38 mm handgun produced a surprisingly strong kick,"
Wow! I'd never try to handhold a 38mm handgun. Maybe a 20mm, but never a 38mm.
The ignorance of the media about firearms is deep and intentional.
I'm sure he'll appreciate it.
Behave now - no mocking him :-)
Good. In the interim, those folks living in those urban cesspools should consider getting a non-resident "permit" from a state that is recognized in Missouri, like Florida.
Me too!
I, for one, would not want to try to shoot a 38 mm handgun. Where do these reporters dig up this stuff? Don't they ever check facts or find out what they are writing about before they put in on paper? Stupid question I guess!
"I'll bet a 38mm handgun packs a hell of a kick. I'm certain this ignorant reporter meant a .38 caliber handgun."
That's exactly why I can't give articles like this any credence. They are either calling a shotgun a rifle or describing 38mm handguns. Not only does the dorky reporter not know what he is writing about, he can't do math.
Heck yeah...but with that necked down 105 brass it'll shoot flat to the horizon and beyond...I down load the charge with black powder for some cowboy action shooting though...hehehehehhee:>)
And I thought my .50 BMG derringer kicked bad.
LOL
Notice it's not a "38 mm", but ".38 mm" handgun - as in, 1/3 of a mm. Wouldn't that be awfully small????
In their smug elite coverage of the right to keep and bear arms (which is to never cover the issue favorably), this Post reporter blindly steps in a big pile of excrement, for a "38 mm" weapon would be a destructive device, long since strictly reguluated by the feds and a felony to possess. He must really mean a 38 *caliber* handgun.
That not the only mistake in this article. The second being that since the one year old Missouri law recognizes permits issued by any other states, literally thousands of Missourians are not getting a Missouri permit at all-- they are getting Florida permits, which cost less and are issued for 5 years instead of Missouri's 3 years.
I hate to bring this news to the Post. They probably think that St. Louis is one big gun-free zone, which just proves how successful concealed carry is and distictly disproves the predictions this law would cause blood in the streets, predictions the Post found it so easy to run during the
law's debate.
We are north of 15,000 permits issued and not a single reported violation of the law in a year.
Hmmmm...I didn't go to the source article...must be one of them furrin needle guns I heard about. I think I'll stick to my 38-105 rounds ;>)
