How can you know that unless you have been in the room with Terri to see exactly what she can and cannot do?
Because most of Terri's brain is gone, particularly the higher brain. I don't mean damaged or inactive, I mean gone, dissolved. Even the Schindler's doctors acknowledge this.
Think - if any level of competency could have been shown, it would have by now.
