Fritz is talking as a physician. He's explaining how hard it is to make a PVS diagnosis. He said PVS must be diagnosed over a long period of time. He said that when he heard that a physician was called in to make the diagnosis, it raised red flags.

O yes, the police went this far last time. They had hospice surrounded and they had their lovely attack dogs with them.

This is the US Senate. The US House passed the bill. The US Senate passed a different bill. The Senate needs to pass the same bill that the House passed so the bill can go to the President.
