MEXICO CITY - The leaders of the United States, Mexico and Canada, confronting the growth of rival groups in Europe and Asia, hope to strengthen their free-trade pact by signing an "Initiative for North America" next week in Texas, Mexico President Vicente Fox said Wednesday.
But Fox made clear that tensions remain over how to secure the countries' borders, criticizing new U.S. walls running along parts of its 2,000-mile frontier with Mexico. "No country that is proud of itself should build walls," he said.
Fox, President Bush and Canadian Prime Minister Paul Martin are scheduled to meet March 23 at Bush's Crawford, Texas, ranch during Bush's Easter vacation.

Speaking at a news conference with U.S. and Canadian reporters, Fox vowed to take legal action against migrant-hunting vigilantes in Arizona and promised to fight terrorism.

But in both Spanish and English, Fox repeatedly expressed concern about state initiatives to limit rights of migrants and services for them in the United States, and about the U.S. government's effort to slow migration by building walls.
"We are convinced that walls don't work. They should be torn down," Fox said. He called the walls "discriminatory; they attack liberty. So no country that is proud of itself should build walls. Nobody can isolate himself these days."

He said Mexicans "totally reject" the migrant hunters recently formed in Arizona to help stem the illegal crossings there, which have risen partly because of the construction of walls elsewhere. The vigilantes "are completely in violation of American law itself and in violation of laws anywhere," Fox said.
He said Mexico "will be very alert to react legally against any lawbreaking" by those groups, either under U.S. or international law.

Funny you should mention that. As our govt. seems to be dragging us into the same scam that the euros got, I decided to see what their border cooperation was like.
"Also, while it seems that the formal development of such a body has been placed on the back burner for the time being, the EU has instead been developing an alternative approach to greater cooperation on external border control. In place of purely national or wholly or partly 'European' external border control, the EU is setting up a complex system of coordination between national border authorities, likely to involve the use of coercive power by 'visiting' border guards. Our concern is that there is no adequate arrangement for accountability and many aspects of the EU's developing plans raise serious civil liberties concerns."

Fox is rubbing Americas noses in it...and he KNOWS he is doing it. Fox knows this because the Hispanic culture is very concerned with male pride...its another way of saying machismo. Mexico and Fox would be offended if Bush said these things in regards to any Mexican citizens actions.
So its an insult...you know it...I know it....and the people who support Bushs immmigration proposal know it too.
Now, Bush has to take a stand with Fox at some point. Forget the policy, forget the diplomacy, forget the strategy.
Sometimes it is just a matter of pride.

I wish Bush would just tell Fox and Martin that they are just to uppity for we Americans and that until they straighten up their acts and start realizing how good they have it by being on OUR border instead of oh, say, Russia or China's, he won't meet with them---
I just hope we're turning the corner on this thing and that it's not too let to save our country.

I'm glad you feel the same way that I do about Dubya--I really, really like him, and so when considering this, I get more confused and frustrated than angry, because I truly think he wants what is best for America---
and, I would think he wants what is best for Texas---But,

I think a national pride does tend to go hand in hand with wanting to protect your sovereignty though.
Pres. GW Bush was born into an abortion-embracing family of true Globalism...his environmental upbringing was unfortunate.
