Yep...found it on a breaking news site...have yet to see it reported anywhere on MSM. Considering the multiple scenarios for an ignition spark....well maybe it was just some type of malfunctioning car....but my gut feeling is that it could be more than that.

BENSALEM, Pa. -- A convicted sex offender was arrested Monday in Bucks County for failing to register with the state.
But what really had police concerned was what was in the man's pocket when he was arrested. Last week at the Neshaminy Mall, a security guard noticed a man staring at children in the food court and contacted authorities.
He was later identified as John Bucher. When Bucher was arrested eight days later, he had a suspicious list on him....

While not necessarly terroristic, it is a sign of very poor and lax safety measures. There are generally strict rules about ANY spark producing device within a refinery, at least here in CA. Normally a permit (internal to the refinery) is needed and safety has to ensure that it is properly grounded and away from potential trouble.

It seems that in order for this to be a deliberate act, one would have to be certain that sufficient levels of chemical vapor are in the air around the spark source. This brings up the question: is it possible to either predict or control the level with sufficient accuracy and timing to intentionally trigger an explosion?
Given the amount of basic security in place, it makes sense that a relatively innocuous mechanism would have to be adapted as a trigger, rather than trying to sneak a dedicated device through the gate.

Hard to quantify that without doing a site survey. Consider that 8 oz of aviation gasoline detonates with the force of 15 sticks of dynamite. The night time air show exhibitions at the Miramar Naval Air Station included detonation of 55 gallon drums of gasoline. They would set off about 10 drums in quick succession to simulate a bombing pass. The explosions rattled the windows in my house 2 miles from the runway. The whole sky was a blazing orange for about a minute.
Feel free to scale up your storage tanks against that example.
