The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

WASHINGTON - Prompted by new intelligence indicating Osama bin Laden reached out to the most feared terrorist in Iraq, President Bush charged Thursday that "al-Qaida still hopes to attack us on our own soil."

"Recently, we learned that Osama bin Laden has urged the terrorist Zarqawi to form a group to conduct attacks outside Iraq, including here in the United States," Bush said at the swearing-in of Homeland Security Secretary Michael Chertoff.

The president vowed, "We're working every day and night to dismantle (bin Laden's) network and to bring him to justice."

Steam Leak Shuts Down Nuclear Plant (Hope Creek Nuclear Power Plant in NJ - 3/29/05)

Mar 29, 2005 5:47 pm US/Eastern TRENTON, N.J. (AP) Operators of the Hope Creek nuclear power plant are investigating why a weld inside a containment building failed, causing a radioactive steam leak that led to the problem-plagued plant’s latest shutdown.

The slow leak began sometime in February, just weeks after the nuclear reactor went back online Jan. 26. That followed a 3 ½-month shutdown due to a more-serious steam leak elsewhere in the plant, Chic Cannon, spokesman for plant operator PSEG Nuclear, said Tuesday.

The latest problem caused the plant to be shut down Sunday night, but could be diagnosed and fixed, and the plant restarted, within a few weeks, Cannon said. “This was a very slight leak,” he said. “It’s a large industrial facility, so you’re going to have things like this.”

Cannon said no radioactivity was released outside the plant and no workers were harmed in either of the steam leaks, which he said were unrelated....

The City, London's financial district, has been put on a major terrorism alert after intelligence warnings of a possible IRA attack on mainland Britain. The banks and other financial institutions employ a large number of foreigners including Indians, Americans and Japanese and the security is worried about the international ramifications if terrorists strike.

My family and I will be in that area in a two weeks for a well deserved vacation. Making mental note to keep the children away from petting zoos. Very sad for these families. I have a friend from college who contact E Coli from restaurant food about 8 years ago. Thankfully she recovered. But was in the hospital for 2 months...had last rites from her priest...and barely made it through. So whenever I hear these stories; I know the difficulties that these people are facing, especially the children.

Ottawa not doing enough to secure small ports: union poll

HALIFAX (CP) - Ottawa needs to do more to secure Canada's smaller commercial ports to make them less vulnerable to terrorists attacks and criminals, a poll of port officials to be released Wednesday indicates.

The survey, obtained late Tuesday by The Canadian Press, found a majority of those interviewed doubt that their communities could prevent terrorism, drug smuggling and other criminal acts at their ports. Sixty police chiefs, port officials and municipal leaders from British Columbia, Ontario, Quebec, New Brunswick, Newfoundland, Nova Scotia and P.E.I. were interviewed for the poll.

Al Qaeda funding the Taliban’s return, says US commander

KABUL: Osama bin Laden’s Al Qaeda is making efforts to engineer a Taliban comeback and regain its foothold in Afghanistan, said US commander Lt Gen David Barno on Tuesday.

Barno said the US believed both Bin Laden and Taliban leader Mullah Omar were still in the region, possibly on the rugged border between Afghanistan and Pakistan. He said, “Al Qaeda is still providing financing, with guidance, training, support and selected people to help lead and motivate Taliban operations in Afghanistan.”

Barno, who leads a force of around 18,000 US troops in Afghanistan, added that Al Qaeda militants were “located in tribal areas probably on both sides of the border” with Pakistan. “We operate under the assumption that they’re still in this region,” he said when asked where Bin Laden and Mullah Omar were believed to be.

However, Barno said the country’s political and economic developments had made it less attractive for the Taliban. “The Taliban realise that the future doesn’t lead to a path that includes Al Qaeda and Taliban, it’s a democratic path that people have voted for and chosen right now,” he said.

He said the militant movement would likely step up attacks against civilian targets and Afghan-Pakistani border posts in the spring, saying, “They’re looking for opportunities to strike in various places if they find a weakness. That could be in a city, that could be in remote areas.”

Taliban fighters were in disarray and would avoid direct contact with US-led troops, said the US commander, adding that he did not anticipate a “countrywide offensive”. He said that an Afghan government amnesty offer to rank-and file-Taliban fighters would “fracture” the Taliban movement and the US had indications that over 1,000 out of several thousand Taliban would be eligible.

Barno said the US hoped that Pakistan would continue to keep up the pressure on the Taliban and Al Qaeda on the other side of the Afghan border. “Pakistanis have done more than any other single country in terms of arresting Al Qaeda leadership and breaking down their networks inside of Pakistan,” he added.

More troops reach South Waziristan
Staff Report

WANA: Fresh army reinforcement reached South Waziristan’s regional headquarters on Tuesday triggering fears of a military operation.

Eyewitnesses told Daily Times that dozens of army vehicles carrying troops and ammunition were seen moving towards the main military base of Zarinoor near Wana.

“I have counted dozens of army trucks carrying soldiers and ammunition and also jeeps heading towards Zarinoor base,” Wana resident Muhammad Noor said. Waziristan was calm but tense since November last year when security forces smashed some of the strongholds of Al Qaeda-linked militants and their tribal harbours and focus was shifted towards bordering North Waziristan.

Wana residents fear that with snow-melting a new military operation might be launched as the ‘presence of militants’ showed.

No kidding...I should buy stock in the wet-wipes we use. After a trip to the store, or most anywhere...the children get into the car and each of us uses the wipes. I am sometimes afraid that they will be "germaphobes", but they rarely even get the sniffles.

Friends blame me for their use of papertowels to pump gas...using their foot or sleeve to open doors...and the best one...I would rather fall down an escalator that ever touch the black rubber handrail! And I was like this way before my newfound illness knowledge, garnered from TM.

Anthrax dumped near Saddam palace

An Iraqi scientist has told U.S. interrogators that her team destroyed Iraq's stock of anthrax in 1991 by dumping it practically at the gates of one of Saddam's main palaces, but never told U.N. inspectors for fear of angering the dictator.

Rihab Rashid Taha's decision in 2003 to remain silent stoked suspicions of those who contended Iraq still harbored biological weapons, contributing to the U.S. decision to invade Iraq two years ago this month.

Hmmmm....don't blame me when on the occasion that you actually go into a public restroom...you are loudly reminding your children....DO NOT TOUCH ANYTHING IN THIS BATHROOM!!...only touch the flush handle with tp....and no I don't know how we are getting out of here without touching the door...but we'll think of something!

Sometimes I think I am travelling the road to Howard Hughes type OCD (Obsessive Compulsive Disorder)...with regard to staying away from germs...but so far it has worked for me.

JI regrouping in Mindanao–Singapore official

SINGAPORE: Jemaah Islamiah and allied regional terror groups may be using southern Philippine training camps to build networks and share their deadly expertise, Singapore’s interior minister said Tuesday.

Home Affairs Minister Wong Kan Seng said coordinated bomb attacks last month in the Philippines highlighted an “urgent need” to disrupt and dismantle these camps in Min­danao Island.

Addressing a regional security conference, Wong noted a trend toward a “high level of coordination” involving different but allied terror groups in staging multiple strikes.

The southern Philippine camps could provide militants from the Jemaah Islamiah and its allied groups with a venue to fraternize with each other and share expertise in mounting terror attacks, he said.

“What may be occurring in these camps is that the previous segregation of Jemaah Islamiah and other groups, including Filipino trainees, is no longer observed,” Wong told the global security Asia conference and exhibition.

“This will lead to greater collaborative networking among members of different groups and a dissemination of terror methods characteristic of Jemaah Islamiah operatives who had been trained by the al-Qaeda.”

The Valentine’s Day bombings that killed eight people and wounded 150 in Makati City and two southern Philippine cities demonstrated the coordination involving these fraternal terror groups, Wong noted.

“This is a trend that bears watching,” he warned.

“More than that, it underlines the urgent need to disrupt and dismantle the training sites in Mindanao which continue to train these jihadist fraternal groups in the region,” he added.

Security experts have said the camps are located in the jungle-clad mountains bordering several provinces in the central Mindanao area, a stronghold of the separatist Moro Islamic Liberation Front (MILF).

Officials of the MILF, which is negotiating a peace deal with Manila, have denied harboring such militants, but the Philippine military has alleged that the group continues to give refuge to foreign Jemaah Islamiah members.

Gas Leak Reported Near FM 1314 (Dallas, TX - Exxon Pipeline - 3/29/05)

By: Sue Thackeray 03/29/2005 EAST COUNTY - Kim Mussett noticed an odd but all-to-familiar smell Sunday night inside her Duncan Lane home near FM 1314.

She went outside Monday morning and found the oil-and-gas mixture that flows through the Exxon-owned pipeline in her backyard horse pasture bubbling up out of the ground. The mixture is reportedly not flammable but does have a strong smell that can cause lightheadedness, Mussett said. "My father has emphysema and other breathing problems, and you can smell this in the house," she said.

This isn't the first time the pipeline has broken in Mussett's pasture. Just three months ago, Exxon officials had to repair the line about 100 feet from Monday's leak. Mussett's property isn't the only place in the Duncan Lane area where the pipe has broken recently. There has been a break on her neighbor's property, one across the street and several on the utility easement on the opposite side of her property. Mussett estimates the line has broken about 10 times in the past six months in her immediate area.

Exxon officials did not return phone calls Monday to their Houston and Dallas offices seeking comment. While investigating the leak on her property Monday afternoon, Mussett noticed another leak on the line just across her property line on the utility easement. "I've lived out here 15 years, and we hadn't had any problems until the last six months or so," Mussett said.

The following story sounds extremely similar to the cabin explosion in a remote mountain area in Colorado last week...Electric Mountain Resort is the name of the place in CO IIRC.

Cabin Explodes In Big Cottonwood Canyon (Utah - 3/29/05)

(ABC 4 News)-- A cabin near the top of Big Cottonwood Canyon exploded early Saturday morning, completely destroying the structure. Authorities are pointing to a possible propane leak as the cause.

The blast happened around 4:00 a.m., sending huge pieces of debris into the air and leaving a massive crater where the cabin used to be. Authorities had a very difficult time reaching the explosion site, because the snow was too deep. Officials say it may be several weeks before they can recover all of the debris.

Despite the massive explosion, luckily no one was injured. There was nobody inside the cabin at the time of the blast.

ExxonMobil Takes Some Responsibility For MTBE Leak (Maryland - Water Well Contamination - 3/28/05)

Mar 28, 2005 6:07 pm US/Eastern (WJZ) The Exxon-Mobil Corporation says it may be responsible for up to half of the chemically contaminated drinking-water wells in Fallston, Harford County.

But the company says it needs to do additional tests to determine the extent of its culpability. The oil company has submitted a report to the Maryland Department of the Environment. The report says it needs to do additional tests on about 145 wells to the southwest of an Exxon station at routes 152 and 165 in the Upper Crossroads area.
