DC was built on swampland originally. In the summer it isn't exactly pleasant weather either. Very humid I understand. Didn't Will Rogers or someone say the worst thing that ever happened to the country was air-conditioning, because before AC, Congress couldn't bear to spend more than six months a year in DC?
