That could have been left out. I don't think so. The effort is still going on to get the less-radical adherents to join in subduing the radical elements of their religion. GW is just reminding them.

Yes you heard him right. This president made a magnanimous gesture to all the great religions of the world in that sentence, by including the Torah, the Koran, along with the Bible, and reminding those believers that in this country, they are free to worship as they choose.
