The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

WASHINGTON - A terrorist attack on a tanker loaded with liquefied natural gas could cause massive damage a third of a mile away and could send a vapor cloud billowing more than 1.5 miles, government scientists say.

With the the nation clamoring for more natural gas, policy-makers are trying to figure out how to safely import large quantities of liquefied natural gas or LNG.

I don't know the "range" of the the radios. It is likely that a business mobile of that type will be a VHF or UHF radio with a 5 to 10 watt transmitter output. Normal line of sight for such a radio is about a 30 mile radius on flat terrain. Adding mountain top repeater can extend the range to over 150 miles. I've actually used a 1 watt hand held VHF radio with a "rubber duck" antenna to carry on a simplex conversation (no repeater, one frequency for TX and RX) between Chula Vista, CA and Santa Barbara, CA. That was almost 275 miles. Tropospheric ducting over the Pacific ocean. San Diego ham radio operators sometimes hear the 146.64/146.04 repeater from Hawaii via tropospheric ducting.

The lab tech will test the radio into a "dummy load" to ensure the transmitter works and is on the right frequency. A dummy load does not radiate by design. It is a lab tool for repair and test. The mag mount antennas can be 1/4 wave spikes. Adjustment isn't critical.

The ham radio products made by Kenwood have multiple power output choices. I have one that transmits with 1 watt, 5 watts and 45 watts. FCC regulations require use of the lowest power that will result in satisfactory communications. The radio thieves will want to stay on a low power level to make it harder to monitor and hunt them down.

If it really is a paramilitary operation, I would expect radio silence until the start of the operation. Anything less would compromise the choice of frequencies and overall operation.

We need to keep searching and learning, things are different in the searches we did last year.

I see so many changes and connections that I can only keep on reading as long as the eyes see.

Ashcroft was pro-gun, but did not aggressively pursue that position. I'm concerned to hear Gonzales is a gun grabber. The prospect of another inane "assault weapon" ban or attack on semi-auto rifles is inexcusable. Frankly, Bush needs to check out his choices more carefully. Choosing Keric and Gonzales is embarassing and an affront to the voters who re-elected him.

It's a pleasure for me today as the Ambassador to be able to welcome you all to this wonderful Galicia Museum and to be a part of President Bush's delegation here for the 60th anniversary of the liberation of the Auschwitz-Birkenau Death Camp. Before I introduce our honored guests I want to recognize the very distinguished members of our Presidential delegation. Congressman Lantos and his lovely wife Mrs. Lantos, Annette, who is a ranking member of the House Committee on International Affairs, Fred Schwartz I am glad to have you hear as well. Dr. Deborah Lipenstock from Atlanta where my brother lives and of course, Fred Brooks who is here as well. Mr. and Mrs. Eli Weisel are en route, are here in Krakow but not here yet. And of course our excellent Consul General Ken Fairfax and his wife Diana are here with us this evening. VICE PRESIDENT CHENEY: Thank you very much Mr. Ambassador and distinguished guests. Lynne and I are delighted to be here this evening and want to thank all of you for joining us. I had the privilege of visiting Auschwitz once before with President Ford in 1975 en route to the Helsinki Summit in Finland and although it was some 30 years ago, it was one of those days that you never forget, and I was pleased to be asked by President Bush to lead the delegation to come commemorate the 60th anniversary. I am honored to make the journey once again and participate in the ceremonies. It's been a special honor as well to be in the company of Americans who survived the Holocaust. I remember reading General Eisenhower's account of seeing one of the Nazi death camps at the end of World War II. He wrote, and I quote: I visited every nook and cranny of the camp because I felt it my duty to be in a position from then on to testify at first hand about these things in case it ever grew up at home the belief or the assumption that the stories of Nazi brutality were just propaganda. Eisenhower was one of the many who were determined to let the world know what happened, and to ensure that the evidence be kept so that the terrible truth could never be forgotten or erased. We have the preservation of memory at the camps themselves and for these last 60 years, we will have lived amongst survivors of the camps, and America and the world are grateful for your witness. As prisoners, you saw the face of systematic merciless cruelty, that killed innocent people of many nationalities and religious backgrounds, and murdered Jews only because they were Jews. But you also saw among your fellow captives great courage and acts of kindness. For six decades, you shared horror stories, recalling the horrors that you witnessed, keeping alive the memory of good people, righteous people, who did no wrong and who no man had any right to harm. Today many Holocaust survivors have children and grandchildren and great-grandchildren. That, I believe, is the greatest victory of all. Evil did not have the final say. You survived terror. You have let the world know the truth, and you have preserved the memory of those who perished here. Tomorrow-prior to the official ceremony-I am privileged to join Eli Wiesel in speaking to an international forum with many young people in attendance. I will remind them these great evils of history were perpetuated not in some remote uncivilized part of the world, but in the very heart of the civilized world. Men without conscience are capable of any cruelty the human mind can imagine. Therefore we must teach every generation the values of tolerance and decency and moral courage. Local news report tonight- total of 700 school bus radios have been stolen throughout the state...add Madera and southern CA...T word mentioned...each radio cost $800...a repeater was also stolen in Madera

That ups the ante a bit. A repeater functions in full duplex mode. It receives on one frequency and retransmits on a nearby frequency through the same antenna. If you change the frequencies, the tuned cavities in the duplexer will have to be retuned. At minimum, that requires a sweep generator, oscilloscope, spectrum analyzer and a frequency counter.

The good news here is that the thieves are planning to make their operation dependent on the use of a repeater. Capture the repeater and the radios configured to use it will not be able to communicate. A single transmitter keyed up on the input frequency of the repeater is sufficient for a classic "denial of service" attack on the device.

A half dozen people complained of skin irritation or respiratory distress and sought treatment at a nearby hospital, said Lt. Jim Keightley, State Patrol spokesman.

Authorities evacuated a half mile area around the Wilbur-Ellis Co. (search) plant that included about 100 homes — roughly 400 people — after smoke filled the air with a strong sulfur odor, he said.

The cause of the fire was not immediately known."

OPINION:

Generally speaking, I felt Ashcroft did as much as he could do during his time as Attorney General. It seemed to me, that no matter what he did; some demwit (spelling intentional) was vociferously opposing him.

SOLDIERS BREAK UP ATTEMPTED KIDNAPPING OF EIGHT IRAQIS

BAGHDAD, Iraq -- Soldiers from the 10th Mountain Division’s 2nd “Commando” Brigade Combat Team prevented an apparent kidnapping of eight Iraqis Jan. 26 in western Baghdad.

During a patrol in Baghdad’s Khadamiyah district, the Soldiers noticed a suspicious vehicle about 8:30 p.m. They stopped the vehicle and found three Iraqis bound and gagged.

They detained five suspects in possession of four pistols, an AK-47 assault rifle and a sub-machine gun outfitted with a silencer.

The kidnap victims included a sheik and an administrator from the Iraqi Ministry of Oil.

No shots were fired. The suspects detained are being held for further questioning.

Decisive Sentence Handed Down In Cambodian Sex Trafficking Cases Involving Teenage Victims

NASHVILLE, TN (ANS) -- The International Justice Mission, a well-renowned human rights agency, is well known for their work to rescue victims from child sex trafficking and slavery in Cambodia and other parts of Asia. IJM investigators and lawyers recently presented cases of girls trafficked and sexually exploited and won three strong court victories. Their work is chronicled in a new book, "Terrify No More" from W Publishing Group (ISBN 0-8499-1838-3; $21.99; hardcover).

"Terrify No More" starts with the dramatic story of the undercover investigation and rescue operation to save dozens of elementary school-age girls who were being sold to pedophiles in Svay Pak, Cambodia. The book follows as tireless workers from IJM infiltrated the ring and gather evidence to free the children, despite facing impossible odds, according to a press release received by ASSIST News Service (ANS).

The release says “Terrify No More” also exposes the massive slavery problem in Southern Asia, where slavery runs rampant in businesses such as brick kilns, agriculture, and manufacturing. The book exposes how entire families, sometimes generations deep, can become enslaved over a single debt as small as twenty dollars.

“Throughout the book, the reader is taken inside the covert missions, racing against the clock, dodging death threats and witnessing police corruption and tip offs that threaten to shut the rescue mission down. The reader follows every step of the operation, from initial infiltration, interviewing the victims, planning the raids, alerting the authorities, rescuing the victims, and providing aftercare.” the release states.

International Justice Mission is the human rights agency that has made headlines for its work to rescue victims from the international sex trade and bonded slavery. Under the direction of Gary Haugen, former director of the United Nations genocide investigation in Rwanda, the IJM has been the subject of features by Dateline NBC, Forbes Magazine, 60 Minutes II, NBC Nightly News, Oprah, Wall Street Journal, New York Times and many others.

The release continues: "Led by a highly trained team of professional lawyers and investigators, IJM goes deep into poverty stricken countries where undercover team members infiltrate brothels and places of bonded slavery. IJM then works with authorities to free hundreds of slaves, put their perpetrators in jail, and provide aftercare to the victims each year."

"Terrify No More" is a riveting true story of one of the world’s biggest humanitarian crises. The book is in stores everywhere now. Proceeds from the sale of the book will benefit International Justice Mission, which is based in Washington, D.C.

RECENT INTERNATIONAL JUSTICE MISSION CASES

Last week a Cambodian court handed down two ten-year prison sentences and one 15-year sentence to individuals found guilty of sexually exploiting teenage girls in two separate cases.

"This is a critical point in Cambodia's fight against trafficking when in recent weeks there has been good cause for concern about the seriousness of the commitment within the country. I'm hopeful these convictions are but one of many signs to come that Cambodia is indeed determined to abolish slavery," said Sharon Cohn, vice president of interventions for International Justice Mission.

Pich Horn, a brothel keeper and Chin Dara Tra, a pimp, were found guilty of exploiting three teenage girls who were regularly drugged and beaten at the brothel and forced to have sex. The girls were sold to the brothel keeper who forced them to work off the amount for which they were purchased. Each time they were drugged, the cost of the drugs would also be added to their debt. International Justice Mission investigated the girls’ cases and worked with local law enforcement to rescue the three from the brothel and placed them in a safe aftercare facility. Each of the girls bravely testified in court in front of the perpetrators. Horn was found guilty in absentia of Trafficking and sentenced to 15 years. Tra was found guilty of Pimping and sentenced to ten years.

In another case also decided last week, Chang Mihong was found guilty of Trafficking and sentenced to ten years in prison. International Justice Mission provided testimony of the trafficking and sexual exploitation of a 15-year-old girl earlier rescued by IJM from a brothel. The judge deliberated for a brief ten minutes prior to handing down the verdict.
