Alert out on JI terrorists posing as fishers

GENERAL SANTOS CITY: Indonesian and Malaysian members of the militant Jemaah Islamiah are posing as fishermen to enter into the Philippines, Malaysian intelligence said.
In a report sent to the military, the Malaysian intelligence service said the militants were arrested aboard Philippine-registered fishing boats off the coast of Indonesia’s Sumatra Island.
The boat carried registration documents issued by the maritime office in the Autonomous Region in Muslim Mindanao.
“At least two had figured in the Bali incident and bomb attacks in Indonesia last year,” a ranking military official told The Manila Times Tuesday.
He said Malaysia has “advised” the Navy and the Coast Guard to inspect fishing boats and their crew to prevent foreign militants from slipping into the country.
The Armed Forces disclosed an “unholy alliance” between the Moro Islamic Liberation Front, the Jemaah Islamiah—which seeks to establish an Islamic state in Indonesia, Malaysia and Mindanao—and the Abu Sayyaf.
Jemaah Islamiah bomb experts have been training MILF fighters in using explosives; the MILF and the Abu Sayyaf provide security for the foreigners.
On Friday the Central Mindanao police director, Chief Supt. Antonio Billones, told reporters that the December 12 bombing in Palimbang, Sultan Kudarat, could have been a dry run for “worse things to come.”
He said the bomb recovered in Palimbang was similar to that which detonated at the city public market and left 16 people dead and at least 65 others injured.
“It’s the same ‘signature’ bomb used in previous terror attacks in Mindanao,” Billones said.
In Malacañang the President’s spokesman, Ignacio Bunye, said the country would continue cooperating with the United States in efforts to eradicate terrorism and to fight poverty.
“We fight terror and we wage peace for the cause of the people who want to walk the streets and till the fields without fear, engaging in productive enterprise to lead a dignified life,” he said.
Washington announced on Tuesday that it would continue supporting President Arroyo in the fight against Muslim militant groups threatening the fragile peace talks in Mindanao.
US Ambassador to the Philippines Francis Ricciardone said Washington would provide military support against MILF splinter groups that would continue carrying out attacks.
“The peaceful resolution of conflict in Mindanao is a task of vigilance as well as development, a mission of defeating terror and defeating poverty,” Bunye said.

Self-defense experts Dyan Finguerra-DuCharme and her husband, Seth DuCharme, offered some tips.
Understand your environment. There are always danger spots and times you're forced to slow down, like walking through a deserted parking lot or fumbling for your keys before getting into your car. Be extra alert at these times and try to move through them quickly.
Issue a verbal challenge. If you feel suspicious about a person or situation, trust your gut. Don't be afraid to give a verbal challenge, such as, "Get away from me." This will reveal the intent of the person immediately. Yelling also attracts attention and may discourage the person from coming toward you. You can also try to "deceive and flee" -- try to distract the person's attention, for example by looking behind them and pretending to call to friends, and then running away.
Commit to action. If you are attacked, learn how to put yourself in a better situation. Being shoved into a car is the last thing you want to happen. Learn a few basic self-defense moves, like how to deflect a weapon and drive your fingers into an attacker's eyes and immobilize them temporarily.
Plan ahead. Even if you aren't a martial arts expert, rehearse a plan of action in your mind if you were attacked. If you are going to carry a deterrent device, such as pepper spray or mace, make sure it's safe and legal where you live, and train yourself how to use it properly. A high-intensity flashlight is a good tool to shine in an attacker's face.

Police said the giant oil tank could hold 609,000 gallons of fuel oil. But at the time of the blast at 9:30 a.m. just 90,000 gallons was contained. The cause of the blast was not known immediately. The oil fire was contained to the area around the tank.
