I'm not sure that Congress has any authority over a Cabinet member. They vote to confirm the nomination, and that is it. Thereafter, if the person is confirmed, it is up to the President to retain or dismiss the Cabinet member.
If they wouldn't impeach Reno for frying entire families then nobody should be.
