Pressure builds on Rumsfeld

Defense Secretary Donald Rumsfeld's prickly self-confidence and faith in the moral imperative of American leadership have earned him detractors around the globe - while also making him one of President Bush's closest advisers on national security.

This may also explain why the scrappiest cabinet member has survived one flap after another: He embodies many core Bush administration values. "Rumsfeld has been pivotal to this administration," says Loren Thompson, a defense expert here. "The president agrees with most of what Rumsfeld believes about the world, and he's much more dependent on Rumsfeld for advice" than on other cabinet members.

Yet with the latest armor uproar, the Pentagon chief, who seems to flit to controversy like a moth to a porch light, has managed to alienate not only some senior Republicans but, increasingly, military members who blame him for faulty decisions on the Iraq war that are now costing US lives. In the long run, it is a lack of faith within the military establishment - from ordinary troops to US commanders - that could prove the most serious threat to Rumsfeld's tenure. Indeed, if conditions in Iraq continue to worsen, and key military constituencies lose confidence in Rumsfeld, he could become practically ineffective.

Rumsfeld favors developing a plan for the Iraqi oil industry that is based on transparency allowing Iraq's oil wealth to be used for the benefit of all the Iraqi people. (see speech to Council on Foreign Relations, May 27, 2003):

IRAQI CITIZENS' OIL FUND Incorporates the goals for Iraq Outlined by Donald Rumsfeld

In 2004, Iraq's oil revenues, which have reached over $12 billion through August, are projected to total $20 billion (US) for the year, up from approximately $6 billion (US) in 2003. These revenues are expected to increase in successive years.

The Iraq Plan Organization proposes the founding of an Iraqi Citizens' Oil Fund to provide regular payments to all citizens by a new organization to be established by the Iraq Government. The new fund would be similar to the Alaska Permanent Fund funded by oil revenues and operated for the benefit of the citizens of the State of Alaska in the United States. Iraqi citizens seeing the prospect of receiving regular payments from their government - rather than paying money to it - are much more likely to be willing and enthusiastic supporters of the new government.

Fortunately, Iraq has significant oil resources, which can be used to benefit all Iraqis.

The Iraq Citizens’ Oil Fund proposal would give each Iraqi citizen a true stake in the economic foundation of their newly established government. Each citizen - man, woman, and child- would become a direct partner in Iraq’s economic and political future.

By the establishment of the Iraqi Citizen's Oil Fund, the principle of individual ownership would become a primary hallmark of the new government. Citizens who are guaranteed economic power by the new government will naturally support the re-established system. And, with vested property rights, citizen-owners will be highly motivated to join together to devote their efforts to building their country’s future stability and prosperity and defending it from those interests that seek its destruction.

NOTE: An alternative approach could involve the placing of the Iraq's oil resources in a stock company and awarding all citizens a stock interest, which would pay regular dividends (quarterly and perhaps monthly) and increase in value over time. Restrictions could be established to prevent the re-sale of the corporation's stock to foreign interests.

The architects of the new Iraq have the power to replace the former government monopoly over natural resources with the Citizens’ Oil Fund, providing all Iraqis a direct ownership stake in their country’s most valuable resource. Such a plan is in the best interest of Iraq and all Iraqis. It also represents a practical and achievable approach to create vested property rights for all citizens in the new Iraq.

He'll have no problems with lack of faith from this NCO. I want Donald Rumsfeld as my SecDef. Period. VP Cheney would be my second choice.

How could one notice something like that with Pelosi? She does it when she's asked ANY question. :-)

This is the age-old Washington game of an executive branch bureaucracy trying to knock off the Secretary they don't like. Leaks to the press, signing up friendly Senators... it's all been seen a thousand times.

They are messing with the wrong guys. Watch for some "resignations" soon among the perfumed princes. This crap will not be tolerated by Bush. Not in the 2nd term.

Rummy has done well. Things WILL get worse and it isn't Rumsfeld, it is the terrorists. They know that if the elections come off, they are done.

Herr Rumsfeld is my fav Admin figure too. He played "politics" before the election when it came to uprooting Mosques that harbored terrorists. That did cost lives, but I am sure Bush and the Generals went along with it. Rummy also knows that elections are the key to our withdrawal.

AH in the NE and especially Washington don't like real men - hence, their dislike of President Bush and Sec. Rumsfeld - both real men and with the right policy.

While Senator Hagel stopped short of calling for Rumsfeld to resign, he said he found it "astounding" that no one at the Pentagon has been held accountable for the poor planning.

Members of Congress dictate military budgets and weapon systems. It maybe time to hold Hagel accountable for something...

Like I said yesterday...where was the "concern" from Senators Hagel, Collins, McCain and Lott when Clintoon was gutting the military, shrinking the force and slashing the overall budget by 28% over 8 years?

These hypocrities have a LOT to answer for!

Subject: Regarding Donald Rumsfeld: my support for him .....

My Dear President Bush:

I have been a supporter of yours since you ran for Texas Governor. I voted for you both times for Governor and twice now for President of this great country.

When you announced Donald Rumsfeld as your Secretary of Defense I was elated at such a great pick for that responsibility. I felt he was highly qualified for the position. I still feel that same way.

The last few weeks or so, Donald Rumsfeld has come under sharp attacks by both the media and political opponents from BOTH sides of the aisle. I am appalled by the attacks and disagree. Donald Rumsfeld is doing a great job and I write you to give him 100% support.

I don't write to you very often unless I feel strongly about an issue. This is one of those and I wanted you to know how I felt about this.

While I'm at it, let me extend my hearty congratulations for your re-election victory on November 2nd. Keep up the GREAT job you are doing. And please, SPEND that political capital!

I wish you a very Merry Christmas and a Happy New Years!
