The Threat Matrix

The title refers to a daily report given to the president of the United States detailing the most serious terrorist threats against the country. To tackle those threats, the government has formed a top-notch task force to infiltrate the terror cells and cut off the danger.

"Every morning, the president receives a list of the top ten terrorist threats - this list is known as the threat matrix."

We here at FR are trying to be in conjunction with the daily reports around the world that involve threats. We try to provide a storehouse of information that takes hours of research.

That could be the pitiful lament we hear from negligent U.S. officials if Al Qaeda pulls off an attack on the United States using weapons of mass destruction smuggled across our southern frontier.

Were that horrendous event to happen, leaders in the administration and Congress would be justly hit with the same question that was perhaps unjustly cast at them and their predecessors after the unprecedented Sept. 11, 2001, terrorist attacks: Why didn't they connect the dots?

No One Hurt in Blast at National Semiconductor Plant (Maine - 12/17/04) By Associated Press, 12/17/2004 11:58 SOUTH PORTLAND, Maine (AP) There was an explosion Friday while a tanker truck was unloading hydrogen gas at Fairchild Semiconductor's manufacturing plant, officials said. No one was hurt.

Emergency officials began fielding calls from residents who heard the loud boom at 6:53 a.m. in the vicinity of the plant, which is located near the Portland International Airport.

The delivery truck caught fire but firefighters kept it from spreading, said Mary Kahl, city spokeswoman.

A safety zone was set up at the plant, but no buildings outside the Fairchild complex had to be evacuated. Western Avenue was closed during the morning commute but opened later in the day.

It appears that there was a small leak and that a spark caused the fire, Kahl said. The truck's safety features cut off the flow of hydrogen and the fire was quickly contained, Kahl said.

About 600 people work at the Fairchild plant in South Portland. The company also has operations in Utah, Pennsylvania, China, Malaysia, Singapore, South Korea and the Philippines.

Fort Bragg Soldiers Confined in Search for Missing Item (12/17/04)

12/17/2004 10:31 AM By: Associated Press (FORT BRAGG) - It's described as a "sensitive item," and because no one can find it, about 130 82nd Airborne Division soldiers are being confined in their unit area for a week.

Military officials won't describe the item that's missing until the investigation is complete.

The soldiers are assigned to Company C of the Third Battalion of the 504th Parachute Infantry Regiment. They are scheduled to deploy to Afghanistan for a year this spring.

The Army confines soldiers to their unit areas to find missing items that have to be accounted for at all times, such as weapons or equipment that is expensive or secret. A division spokesman says each unit can determine what equipment is sensitive.

Even a bio-engineered weapon is going to have some parties in the world population that are immune. The survivors of the Black Plague had a 32 sequence deletion in the coding for a receptor site. That was enough to prevent susceptibility to the illness. People that are homozygous for this deletion are also "immune" to attack from certain varieties of HIV. These insights came during the SARS outbreak last year. The asian population that was hit so hard by SARS has a corresponding receptor with higher than normal affinity for binding the virus.

Agree it's better not to mention his site.

Regarding OBL appearing in Washington, DC, I doubt it very, very much. I think the mutant will eventually be caught and our boys will know what to do with the murderous thug.

I have no idea Vel. Leavenworth is a small, somewhat rural, town in the Cascade Mt's of Washington. Mainly a tourist town, for what it worth. Not a hotbed of wacko's. Hopefully it's nothing. I'll look later for updates to the story.

December 17, 2004


This Travel Warning updates security threat information for Indonesia, alerts American citizens to security concerns during the December and January holiday period, and reminds travelers of the ongoing terrorist threat for Indonesia. The Department of State continues to recommend that Americans defer all non-essential travel to Indonesia. This warning supersedes the September 13, 2004, Travel Warning for Indonesia.


The Department urges Americans who choose to travel to Indonesia despite this Travel Warning to observe vigilant personal security precautions; to remain aware of the continued potential for terrorist attacks against Americans, U.S. or other Western interests in Indonesia; and to register with U.S. Embassy Jakarta, U.S. Consulate General Surabaya or the U.S. Consular Agent in Bali. Registration facilitates the U.S. Mission's contact with Americans in emergency situations. Americans in Indonesia should maintain a low profile, vary daily routines, avoid crowds and demonstrations, and keep abreast of local news and developments that may affect the security situation.


The Department reminds Americans that the terrorist threat in Indonesia continues and may increase over the December-January holiday period. Reports indicate that terrorists are planning attacks against a wide variety of targets. These attacks could occur at any time and could be directed against any location, including those frequented by foreigners and identifiably American or other western facilities or businesses in Indonesia. Bombings have occurred in the past during the Christmas/New Year's period.


The potential remains for violence and terrorist actions against U.S. citizens and interests throughout the country. The Jemaah Islamiyah (JI) terrorist group has cells in several Southeast Asian countries, including Indonesia, and connections with al-Qaeda . A terrorist bombing outside the Australian Embassy in Jakarta on September 9, 2004, killed eleven and injured more than 180 people. An August 2003 terrorist bombing at a major international hotel in Jakarta injured several American citizens, and seven Americans died in a terrorist attack in Denspasar, Bali in October 2002. The U.S. government continues to receive information that JI and other extremist groups might be planning additional attacks against U.S. and other Western interests in Indonesia.


U.S. Government travelers to Indonesia have been directed to avoid identifiably western hotels. Since security has increased at official U.S. facilities, terrorists could seek "softer" targets, including but not limited to places where Americans and other Westerners live, congregate, shop or visit, including hotels, clubs, restaurants, shopping centers, identifiably Western businesses, housing compounds, transportation systems, places of worship, schools, or public recreation events.


The U.S. Mission in Indonesia restricts U.S. government employees' travel to certain areas of the country and, at times, denies them permission to travel to Indonesia. For the latest security information, contact a U.S. Mission consular office. The U.S. Mission can occasionally suspend service to the public, or close, because of security concerns; in these situations, it will continue to provide emergency services to American citizens.


Sectarian, ethnic, communal and separatist violence continue to threaten personal safety and security in several areas. Over the past three years, domestically targeted bombings have struck religious, political, and business targets. In 2003, the Jakarta international airport, an open-air concert in Aceh, and other Indonesian government facilities were bombed.


Americans should avoid travel to Aceh. Indonesia restricts foreigners' travel to that province; one foreigner was killed and another wounded in Aceh by security forces in the past year. Although Indonesia replaced martial law in Aceh with a state of civil emergency on May 19, 2004, Aceh's security situation remains highly uncertain.


Americans considering travel to the provinces of Papua and West Timor should exercise extreme caution because of sectarian, ethnic, communal and separatist strife. Papua's on-going separatist conflict has the potential to become violent. In August 2002, two Americans were killed in Papua under as yet unresolved circumstances.


Americans should avoid travel to Maluku, in particular the capital city of Ambon. Since April 25, 2004, sectarian violence has killed at least 40 and injured more than 220 people.


Americans should avoid travel to Central, South and Southeast Sulawesi; those considering travel to North Sulawesi should exercise extreme caution. Violence in Poso and in neighboring areas of Central Sulawesi during October-November 2003 produced 19 fatalities. Central Sulawesi's general security situation remains unstable; bombings and killings occurred in late 2004 in Poso and Palu. A specific, credible terrorist threat to Western interests in areas of Central, Southern and Southwestern Sulawesi in May 2004 led many Westerners to evacuate those areas.


The Philippine-based terrorist Abu Sayyaf Group poses an ongoing kidnapping risk/threat in areas near Malaysia and the Philippines.


Americans can obtain information on travel and security in Indonesia from the Department of State by calling 1-888-407-4747 within the United States; or 1-317-472-2328 from overseas. Americans also can call the Embassy in Jakarta at (62)(21) 3435-9000, the Consulate General in Surabaya at (62) (31) 295-6400, and the Consular Agent in Bali at (62) (361) 233-605. American citizens should read the Department of State's Consular Information Sheet for Indonesia and latest Worldwide Caution Public Announcement, both available at http://travel.state.gov.

I'm almost 24 hours behind, so I apologize in advance if someone has already come up with this hypothesis.

In regards to the Weldon report and the "SEA" mention, I'm throwing out another possibility: SEA is the USPS code for the Seattle airport. I haven't looked at a map yet, but I would hazard a guess that it is slightly closer to the Canadian border, and could be considered a viable target possibility. A Canadian plane veering off-course towards a nuclear reactor would raise alarms. A Canadian jet coming into an airport would be less likely to, until it was too late. Although the damage inflicted would be less devestating than if a nuclear reactor were hit, consider the immediate impact on the airline industry if a hijacked airliner were able to take out an international terminal.

Just a scary thought...

Congressman: Terrorists Plan To Attack Power Plant. Government: No, They Don't

CONCORD, N.H. -- A Pennsylvania congressman who is writing a book about an Iranian plot to conduct an attack on the United States says a terrorist group in that country is planning to attack New Hampshire's Seabrook nuclear plant.

But state and federal officials are playing down the comments from Delaware County Republican Curt Weldon, reported this week in The New York Sun. They say they know of no specific threat against Seabrook.


"There is always that general possibility (of a terrorist attack on the Seabrook reactor)," said Jim Van Dongen, state Emergency Management spokesman, "but we haven't received any information that it's going to happen tomorrow."


The Nuclear Regulatory Commission said no particular sites have been threatened.


"As we have said before -- and it continues to be the case -- there has been no credible threat against a specific nuclear power plant," NRC spokeswoman Sue Gagner said. "We are in regular contact with intelligence and other federal officials on such matters."


A message seeking comment was left Friday morning with Weldon's press secretary in Washington.


Weldon, the vice chairman of the House Armed Services Committee, told The Sun that a source with high-level Iranian government contacts had told him a terrorist group in Iran plans to hijack Canadian airliners and crash them into an American reactor.

That's what we used to call a 'nice nun'!

They used to take a wooden ruler and make us hit our opposite hand with it over and over and they would be saying "louder," "louder," as it hit our skin. They never touched us!!!! They would make the boys bend over and hold their ankles while they used a wooden paddle on their rear ends. Wonderful childhood school memories, eh? But you know what, we didn't fidget, we didn't talk back, and we sure as heck learned a lot because we knew better than to disobey.
