I don't think it's tin foil at all. I was thinking along those lines with "river of red" or if you reverse it and research red river valley which runs along louisiana and mississippi coast - lots of refineries.

"River of Red" could just be giving reference to the "red states."
Of course, if that were the case, they have a lot of work to do.
