A number of years ago Staudt was interviewed & at that time he said no one helped Bush get into TANG. I think the "sugar coat" memo was worded specifically to pre-empt anything Staudt had to say on the issue, as they already knew his position & they didn't want anyone with credibility poking holes in the story they wanted people to believe.
Then they did a really crappy job of sanitizing the forgery, because Staudt also stated in the interview (according to ABC) that he didn't tell anyone under his command to "sugarcoat" George Bush's evaluations.
