I think the "sugar coat" memo was worded specifically to pre-empt anything Staudt had to say on the issue, as they already knew his position & they didn't want anyone with credibility poking holes in the story they wanted people to believe.

Then they did a really crappy job of sanitizing the forgery, because Staudt also stated in the interview (according to ABC) that he didn't tell anyone under his command to "sugarcoat" George Bush's evaluations.

But if the memos hadn't been proven to be forgeries, who would believe anything he has to say?
